About this file

This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a Navy training contract opportunity.

The document clarifies four key contractual and operational matters. First, regarding compensation structure, travel and per diem costs must be fully burdened into the Firm-Fixed Price (FFP) CLIN rates rather than invoiced separately. Second, CLIN 0001 represents a single delivery of a two-day course accommodating up to 20 students during the base year, not multiple sessions. Third, for virtual course delivery, the Navy's Workforce Development Team will provide a "Guest" link to access the Navy's Microsoft Teams environment, eliminating the need for instructors to obtain a Common Access Card (CAC) or use commercial platforms. Fourth, for on-site delivery, the training facility will provide an HDMI cable connection enabling instructors to connect non-government laptops directly to facility projectors for presentations, removing the requirement for government-provided audiovisual equipment or systems.

1. Travel Reimbursement: The CLIN structure is Firm-Fixed Price (FFP). Should travel and per diem be fully burdened into the CLIN rates, or will the government provide a separate cost-reimbursable CLIN for travel?

A: My understanding is that the travel and per diem would be fully burdened in to the CLIN rates.

2. Session Frequency: Does CLIN 0001 represent a single delivery of the two-day course for up to 20 students, or does the Government anticipate multiple sessions under the base year?

A: CLIN 0001 represents a single delivery of the two-day course for up to 20 students.

3. Virtual Hosting & IT Access: Instructor does not currently possess an active CAC for network/MS Teams login. For virtual delivery, will the Government provide a "Guest" link to the Navy’s environment, or should the instructor host the session via a commercial MS Teams link?

A: The Workforce Development Team would handle the creation of the Teams "Guest" link to the Navy’s environment.

4. On-Site AV Requirements: For on-site delivery, will the training facility provide a projector with a standard HDMI or VGA connection that allows the instructor to utilize a non-government laptop for the presentation?

A: Yes, the Instructor would have an HDMI cable that allows the instructor to utilize a non-government laptop for the presentation.
