About this file

The file is a set of questions and answers regarding a Naval Sea Systems Command (NAVSEA) solicitation for a USV Cradle (Solicitation Number N6339426Q4004). The government is seeking three total units of the USV Cradle (8605446-2), including one first article and two production units, to be delivered by June 1, 2026. Key technical specifications include structural steel requirements (A572 Grade 50), EPDM RUBBER 65A for rubber components, and specific galvanization requirements for certain parts. Vendors must have an active Joint Certification Program (JCP) registration to access technical drawings, which have been distributed via DoD Safe and include STEP and SLDPRT files. The solicitation involves precise manufacturing specifications, with specific requirements for material tolerances, pad thickness, and component materials. Potential bidders are advised to carefully review the technical drawings and specifications, with delivery locations at Naval Base Ventura County, Port Hueneme, CA.

Questions for USV Cradle

1. Could you also share any technical drawings for the parts in the assembly? These drawings typically include details such as materials, tolerances, and other specifications that are essential for manufacturing.

It sounded like they want more technical drawings but everything is in those drawings I provided. As far as the stuff in the notes like mil spec callouts for paint and other spec those can be found online, they might have to be purchased. The digital files I have of those specs don't allow me to share them.

2. Also, just to clarify, you're only wanting 4 of the 8605446-2 and none of the 8605446-1 cradles, correct?

Regarding you question, we are looking for a total of three unit of the USV Cradle (8605446-2). It would be one first article and two productions, the first article would be included in the total. I apologize the solicitation can be a bit confusing.

3. Does the Cradle Support (8605447-1) need to be galvanized?

Galvanization: The drawings clearly indicate which components require galvanization.

4. We assume the Hull Support and other metal components are A572 Grade 50 per Note 1 on 8605446. Without the subassembly drawings, it is unknown if any exception exists. Does A572 apply to all?

Structural Steel: All structural steel is specified as A572.

5. What is the Rubber material specification for the Hull Support Pads, 8605451-8 and 8605451-17? For reference, the Keel Pad rubber spec is ASTM D2000, EPDM RUBBER, 65A BLACK.

Rubber Components: The rubber used is EPDM RUBBER 65A.

6. Can the Government provide the remainder of the drawing package, including drawings for the associated sub assemblies, for P/N 8605446-2?

All subassemblies have been included in the "pack and go" zip file. These files were sent via DoD Safe.

7. Confirm the total quantity expected to be delivered. Should we plan for four total units (one first article plus three production units), or three total units where the first article may be applied toward the total quantity if it meets requirements?

I understand the solicitation can be a bit confusing. We are requesting a total count of three. Which would be one First Article and two Production. The article will be applied to the total three count.

8. Can you please clarify the delivery schedule. The solicitation lists CLIN 0001 and CLIN 0002 delivery dates on or before June 1, 2026, while the first article requirement is 130 days after award. If award occurs after the quote due date (for example, an award on March 17, 2026), then the first article would be due after June 1, 2026. In that case, will the CLIN 0002 delivery date be adjusted beyond June 1, 2026 to align with first article delivery and Government approval, or is CLIN 0002 still required by June 1, 2026 regardless of award timing?

Delivery dates are subject to change due to circumstances and approval. Once awarded to the awardee and a change in delivery needs to be made, once approved, a modification can be done to accommodate. Recommendation would be to annotate your estimated delivery schedule for your company on your quote. So this can be reviewed as well.

9. The solicitation notes the technical data package is export controlled and requires active JCP (DD2345). Can you confirm the process to request/receive the drawings once JCP is active?

Once JCP registration is active, you can notify us via email or request access to the drawing attached to the solicitation on SAM.gov.

10. Please confirm how First Article shipment should be handled versus the line item delivery schedule: the clause states 1 unit within 130 days from award to LCS Squadron One DET MPSF, while the schedule shows delivery by 01 Jun 2026 to NSWC PHD Central Receiving. Which CLIN/quantity is intended to ship to the first-article test location?

CLIN 0001 will be the First Article to be tested. Delivery will be updated once award is complete. The contract writing system only allows us to input our central receiving location. However, both locations are aboard Naval Base Ventura County, Port Hueneme, CA. Final details will be coordinated with Technical Point of Contact.

11. We would like to know if “stacking” rubber pads to the required thickness is permissible on the HULL SUPPORTS. (1/2 thick pads). If so, would there be an adhesive requirement for the layers?

Stacking the pads would not be acceptable. The pads need to be the thickness specified in the drawing.

12. Would the government consider a two-week extension, to January 30th?

Thank you for reaching out and expressing your concern to extend the solicitation. We will keep the current closing date, however, if more requests come in to extend or we have not received any quotes. An amendment to the solicitation will be done before closing and a notification will be sent via email.

13. Are the additional drawings available?
