About this file
This document is a Brand Name Justification under $250K for the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD). The procurement involves specific IXI Technology components for the Computer Maintenance Tool (CMT) program, including a RIM Breakout Box Cable, Breakout Board for Master S/C, Receiver Test Adapter Board, and STM Front Panel Breakout. These components are critical for enabling CMT laptops to communicate with low-level Joint Test Action Group (JTAG) interfaces on various Circuit Card Assemblies (CCAs) during maintenance and troubleshooting procedures.
The justification for sole-source procurement is based on the unique requirements of the Engineering Change Proposal (ECP) P-21-1946, which specifies that only IXI components can meet the technical interface needs with ship equipment consoles and servers. Market research was conducted from 05/23/2025 to 06/6/2025, with sources sought posted on SAM.gov, and three responses received from interested vendors. The NSWC PHD Contracts Office will continue to conduct market research to potentially provide a broader vendor base in future acquisitions. The document is supported by technical certification, legal review, and signed by the Contracting Officer on 06/09/2025.
