About this file
This is a Brand Name Justification document for the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) seeking to procure specific IXI Technology components for the Computer Maintenance Tool (CMT) program. The required components include a RIM Breakout Box Cable, Breakout Board for Master S/C, Receiver Test Adapter Board, and STM Front Panel Breakout, which enable CMT laptops to communicate with low-level Joint Test Action Grout (JTAG) interfaces on various Circuit Card Assemblies (CCAs). The justification for sole-source procurement is based on the components' unique compatibility with the shipboard configuration, meeting specific technical requirements outlined in Engineering Change Proposal (ECP) P-21-1946, and the inability of other brands to meet the system's communicative and data management needs.
The document includes market research conducted from 05/23/2025 to 6/6/2025, during which the contract specialist posted a sources sought notice on SAM.gov and received three responses from interested vendors. The NSWC PHD Contracts Office will continue to conduct market research to provide a broader vendor base and assess competition for future requirements if feasible. The procurement is justified under 10 U.S.C. 3204(a)(1), citing that the required IXI components are available from only one responsible source, and changing brands would necessitate extensive documentation revisions, testing, and potentially cause a two-year delay in fleet installation and modernization.
