About this file
This is a Questions and Answers document for an RFI regarding Naval Surface Warfare Center Port Hueneme Division's (NSWC PHD) Other Transaction Authority (OTA) Consortium Management opportunity.
The key details reveal that NSWC PHD will use the OTA Consortium to support fleet technology requirements by aligning solutions to gaps and performing mission engineering assessments. The government does not anticipate setting agreement ceilings for either the overarching OTA or individual project OTAs. Funding for the consortium management firm will come from fees charged to each OTA project award, with funding for specific projects becoming available as requirements emerge. The government estimates 3-5 projects per year will be executed through this consortium.
