SHOW OF HANDS…
WHO IS FAMILIAR WITH
COEFFICIENT FACTORS?
14Distribution Statement A: Approved for public release. Distribution is unlimited.
JOB ORDER CONTRACTING
• Premise: Collaborative streamlined process that enables the Government to get numerous, commonly encountered construction projects done QUICKLY and EASILY
• Places an emphasis on partnering and teamwork while providing the flexibility to execute a wide variety of minor construction and maintenance projects
• Enables the use of pre-agreed pricing that combines industry standard price information (e.g., a price book / RS Means) and a contractor’s pricing COEFFICIENT
– Unit Price Book (UPB)
• RS Means
• Forms the basis for defining and negotiating subsequent Task Orders (TOs)
• Contains task listings, descriptions, units of measure, and total installed unit prices
• Technical specifications establish the quality of workmanship and materials required for the engineering and construction tasks in the UPB
– Coefficient
• Factor bid by the Contractor, which is multiplied against the quantity of work and the prices in the UPB
• Two factors are usually bid - one for pre-priced (PP) and the second for non-pre-priced (NPP)
15Distribution Statement A: Approved for public release. Distribution is unlimited.
COEFFICIENT CONTINUED…
• Total price for a TO is the product of the quantity of work units, the unit price, and the Contractor's coefficient, resulting in a firm-fixed price for the TOs issued against the contract
• Numerical factor that represents costs (generally indirect costs) not included in the unit price line items within the UPB, associated with the JOC contract
– EXAMPLE: General and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and contractor’s profit
• Since materials, labor and equipment costs are combined in the pre-priced task’s unit prices, e.g., RS Means, the Offerors can only propose competitively on their markup, i.e., their coefficient
– The coefficient, also referred to as the “multiplier “or “factor”, is the markup or markdown (discount) applied to the base IDIQ price to arrive at the Contractor’s price
• The coefficient is considered “fully loaded” and includes all costs
16Distribution Statement A: Approved for public release. Distribution is unlimited.
PRE-PRICED COEFFICIENT
• Accounts for a wide variety of risks of doing business
• Some items the coefficient should cover include but not limited to:
• Overhead and profit
• Insurance
• Bonding
• Taxes
• Licenses and fees
• Waste and excess materials
• Compliance with environmental and safety laws
• Project management
• Scoping meetings with Government personnel
• Variety of other overhead costs items
• Must be all inclusive and shall apply for the prime contractor and all subcontractors
17Distribution Statement A: Approved for public release. Distribution is unlimited.
NON PRE-PRICED (NPP) COEFFICIENT
• Only NPP work that is incidental to pre-priced work shall be considered to be within the scope of a JOC contract
• If the value of NPP work exceeds a certain percentage (as identified within the solicitation) of the total Task Order cost it will NOT be considered incidental, and the project will not be executed under the JOC contract
• Incidental non-pre-priced work may include:
• Minor facilities engineering work items that are not specifically included in the MEANS Cost Data software but that are within the basic intent and general scope of the contract and are incidental to a pre-priced work item
• The pre-priced coefficient is not applied to NPP items
18Distribution Statement A: Approved for public release. Distribution is unlimited.
BIDDING COEFFICIENT TEMPLATE
• Solicitation will include a bidding coefficient template for all contractors to identify the development of their proposed coefficient
• This will ensure all Offerors propose in the same format and provide an adequate level of detail to allow for analysis of the Contractor’s proposed coefficient(s)
19Distribution Statement A: Approved for public release. Distribution is unlimited.
