About this file
This amendment to a solicitation provides responses to vendor questions and extends the proposal due date. The solicitation is for the manufacture, assembly, test and delivery of Vertical Launching System Programmable Power Supply MK 179 Mod 0 units, associated maintenance kits, and spares. The Naval Surface Warfare Center Port Hueneme Division seeks proposals due by August 29, 2022. The amendment clarifies that vibration testing is required for the top-level assembly, provides estimated test times, and confirms the government will supply adequate test equipment to support production requirements. Vendors must design their own vibration fixtures and account for tooling costs in their proposals.

AMENDMENT 2
The purpose of this amendment is to provide responses to questions.
1) Question: Respectfully requests the drawing package for the test equipment that is provided as GFE.
Response: We do not give out test equipment drawings. The vendor should look at the TDP for testing requirements.
2) Question: Please clarify the classification of the top level PPS assembly 7103912-39 in regards to the requirements of WS20130. Is it considered an “Assembly” or “Power Supply LRU”?
Response: The top-level PPS (7103912-39) is an Assembly, which requires random vibration.
3) Question: The test documents provided in the TDP package include clear instructions for what needs to be executed for the testing. However, there is no correlation to indicate the throughput that can be supported by the GFE provided test equipment. If the government will not provide drawings for the ATE, will the government provide additional information to support the calculation of throughput capability/capacity the GFE ATE can support?
Response: The average time for functional test is as followed:
SBR: 20 minutes 29V: 20 minutes House-keeping: 20 minutes PPS: 50 minutes
4) Question: Does the GFE ATE include separate stations to support simultaneous testing of; the Functional Electrical, Random Vibration, Post Random Vibration Functional Testing, and Burn-in temp cycles, or is one station provided as GFE to be used for all testing? If one station is to be used for each of the test elements of the test sequence, how many of each LRU type can be concurrently tested?
N6339422R0015
Response: The Government will provide enough GFE to support the production rate as required on the contract.
5) Question: How does the government want industry to account for any tooling costs within in our proposal? Will the government consider adding a separate line item CLIN for tooling, or is it preferred to have industry amortize the tooling costs in the price of the base year hardware delivery CLINs, or some other preference?
Response: It is up to the industry to account for any tooling costs.
6) Question: Please clarify if the Government will be providing all necessary tooling including machined fixtures to secure LRUs and PPS during Vibration portion of WS20130. If the Government does not intend to provide this tooling as GFP, will the vibration fixture drawings be provided in order for industry to have the fixtures built?
Response: The vendor should design and build their own vibration fixture based on the needs of their vibration table. The Government will provide ATEs to test the SBR, 29V, Housekeeping and PPS.
7) Question: We kindly request an extension of Date Offers Due from 5 August 2022 to 26 August 2022.
Response: The Government is extending the Solicitation to August 29.
