3. Requirements

1.0 Display System:

The upgraded display system for CR142 shall include the following:

• The existing Government furnished projection system, consisting of two ceiling-mounted projectors and two wall-mounted projection screens, will be removed by the vendor and handed over to the Government for proper storage or disposal.

• Two (2) 100” commercial-grade Ultra High-Definition (UHD) resolution displays shall be installed (with slim-profile, TAA-compliant fixed mounts) spaced side by side in place of the single existing projection system screens.

o Each screen shall have a high brightness level of 700 nits and be capable of displaying 16:9 content in High Definition (3840x2160) UHD resolution.

o The displays shall be TAA compliant, have no native wireless capabilities and be controlled “on/off” via the RS-232 control standard, through connected cabling and RS-232 control interfaced to the VTC codec touch panel.

• Two (2) 75” commercial-grade UHD displays will be installed (with articulating, TAA compliant mounts) on the side walls of the conference room, directly adjacent to the main front displays. These displays will allow auxiliary viewing angles for all participants in the room.

o Each screen shall have a high-brightness level of 500 nits.

o The displays should fully support (3840x2160) UHD resolution and 16:9 content.

o The displays shall be TAA compliant, have no native wireless capabilities and be controlled “on/off” via the RS-232 control standard, through connected cabling and RS-232 control interfaced to the VTC codec touch panel and control processor.

• One BRG 6-timezone clock, or comparable substitute, shall be installed above the main front LCD displays.

• One TruColor II or comparable programmable LED display shall be installed outside of the conference room, near the main entrance, and programmed to display when the room is available or in use.

(See Figures 1.1 & 1.2 “Notional Room Layout / Notional Front Wall Layout”)

2.0 Video Conferencing & Video Distribution

The upgraded VTC and video distribution solution for CR142 shall include the following:

• One (1) Cisco WebEx Codec Pro (TAA compliant / No wireless capabilities) shall be provided for NIPRNET VTC capabilities only.

• One (1) SpeakerTrack 60 Camera shall be provided and installed in between the two front-main LCD displays. The dual-camera tracking system will allow far-end participants in a video meeting to see the active speakers in the gallery more clearly.

The tracking cameras will connect to the VTC codec via two (2) HDMI connections and one Ethernet cable for Power Over Ethernet (PoE) and control.

• A Crestron 5-port PoE switch, or comparable substitute, shall be provided for distributed power to connected system cameras, distribution peripherals and room touch display.

• The Government furnished docking station at the presenter’s desk shall be connected (via an HDMI over CATx wall-plate transmitter to the codec) as primary input source (#1).

• Two (2) HDMI inputs shall be provided at the conference table via surface-mounted HDMI over CATx transmitters mounted at the table. These sources will connect to the codec as input sources #2 and #3 via compatible CATx receivers.

• The front left 100” monitor shall be connected to the #1 monitor output of the codec.

This shall require an HDMI over CATx transmit and receive pair (w/IR and RS-232 pass-through).

• The front right 100” monitor shall be connected to the #2 monitor output of the codec.

This shall require HDMI over CATx transmit and receive pair (w/IR and RS-232 pass-through).

• The left and right 75” wall auxiliary video displays shall mirror one another and connect to the #3 monitor output of the codec. This shall require the use of a video splitter (1In x 2Out) and HDMI over CATx (Tx and Rx pairs with RS-232 pass-through).

• All displays will be capable of displaying any video source connected to the codec video inputs.

• All video and audio switching will be provided natively by the system’s VTC codec.

Displays’ on/off capabilities shall be driven via the RS-232 control standard and new external control processor. The control shall be interfaced directly with the VTC codec and its connected touch display. No third-party AV switching equipment shall be installed or is required.

(See Figure 2 “Notional Functional Network/Video/Displays”)

3.0 Audio System:

The upgraded audio system for CR142 shall include the following:

• Current Government furnished surface-mount speakers and VTC microphones shall be removed and handed over to the Government for proper storage or disposal.

• Two (2) new Clear One or comparable 3-element array microphones shall be mounted to the ceiling to provide complete coverage of all in-room VTC participants.

• Two existing Government furnished surface-mount speakers will be replaced with two Crestron Saros, or comparable substitute, 4” 2-way 8-ohm surface mount speakers. The new speakers shall be paired with a new 4/8-ohm amplifier to support accurate sound reproduction of program and video conferencing audio.

• Echo cancellation and audio source switching will be provided by the new codec.

(See Figure 3 “Notional Functional Audio/Sound Reinforcement”)

4.0 Room Control and Switching

Room system control for the CR142 AV/VTC system will consist of the following:

• A new Cisco Touch 10 control panel will be installed at the presenter’s desk to provide a singular user interface for all display power, source selection and VTC functions.

• One additional network drop will be installed at the conference table to allow relocation of the Touch 10, if needed.

• A DoD Approved Products List (APL) certified Crestron CP3, or comparable, system control processor shall be installed to provide an RS-232 control interface between the Cisco Touch 10 and third-party components.

• As described in Section 2.0, HDMI over CATx transmitter and wall-mounted receiver pairs (with/IR, RS-232) will be required to pass HDMI video and RS-232 control signal to each of the four connected system displays. One (1) wall-plate HDMI over CATx transmitter and two (2) surface mounted transmitters (with compatible receivers) are required to pass HDMI input video and audio to the VTC codec.

• The vendor shall program the touch 10” display and interfaced control processor to provide an intuitive user interface and integration of third-party components into the system. This shall include:

o Power sequencing of all displays.

o Room signage functions. (Available/In-Use)

• The Government will provide all network transport and security configurations to the

VTC codec and touch 10” display.

5.0 Equipment Rack

The vendor shall install all supporting video, audio and VTC equipment into a new Middle Atlantic BGR-series 23” wide, 12RU presentation equipment rack, or comparable substitute.

The rack shall be fully configured with cable organization, rack rails and necessary internal power distribution hardware.

• Schedule

Work will be done during normal business hours, Monday through Friday on contiguous days.

Daily hours of work are expected to be within the times of 7:00 am to 5:00 pm local time.

• Testing and Acceptance

The vendor shall prepare a Systems Acceptance Test (SAT) Plan, which includes a SAT Checklist.

When the system is ready for testing, the vendor will conduct the SAT in accordance with the approved test plan. During the SAT, the vendor will demonstrate to the Contracting Officer’s Technical Representative that the upgraded system meets the requirements.

• Training

The vendor shall provide two (2) hours of end user training to cover new user interfaces, and shall ensure that room users and support staff are able to operate the system.
