CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 Performance Test and Evaluation Test Support:
Manned Aircraft for Tracking Exercises (TRKEX) with NDGPS-DGPS/TSPI Data Collection
STATEMENT OF WORK
1.
INTRODUCTION
NAVSEA Port Hueneme NSWC PHD seeks support for operational testing of evolving CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 system enhancements and upgrades in May 2019. Part of the operational performance verification test requirements for the respective system upgrades is the conduct of manned aircraft (target) tracking exercises performed to verify system alignment, measure system/sensor acquisition, tracking and system engagement performance. Controllable manned aircraft sorties (flights) operating with pre-scripted flight scenarios (tracking exercises – TRKEXs) and equipped to collect Global Positioning System (GPS) Time-Space-Position Information (TSPI) are required during the planned performance tests of the subject CIWS and SeaRAM Ship Self Defense Systems.
2.
SCOPE
This task requires support for a total of eighteen (18) sorties at designated west coast locations. Flight services include pre-test/TRKEX event planning participation, CIWS/SeaRAM system/mount crane lift/positioning services, air services coordination with event area FAA, NAS China Lake and NAS Point Mugu, pilot briefings, communication frequencies coordination, active NEMESIS Differential Global Positioning System (NDGPS) and passive DGPS, passive equipment on-load, operation, off-load and checkout, post-test TSPI preparation, delivery and participation in post-test debriefs.
These services are integral to Test and Evaluation TRKEXs (tracking exercises) to be conducted in support of CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31. Testing will be accomplished at the Self Defense Test Ship (SDTS) pier side at Port Hueneme, on or near Point Mugu Sea Test Range, at the G6 Site within NAS China Lake, GEORGE Range and US Navy fleet CONUS homeport locations.
This task also requires aircraft and flight crews for three (3) twin engine propeller aircraft sorties. The Government will provide ircraft and flight crews for fifteen (15) sorties.
These services are integral to Test and Evaluation TRKEXs (tracking exercises) to be conducted in support of CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31. Testing requiring TRKEX support provided under this task will be accomplished with the Self Defense Test Ship (SDTS) pier side at Port Hueneme and on/near Point Mugu Sea Test Range, and at the G6 Site within NAS China Lake, GEORGE Range.
3. APPLICABLE DOCUMENTS (GFI)
3.1. TRKEX aircraft flight scenario requirements – (Provided by Government NLT one week prior to TRKEX date
3.2. TRKEX schedule/time on station information (Provided by Government NLT one week prior to TRKEX date)
3.3. Heavy Lift Crane support/lift event schedules (Provided by Government NLT one week prior to lift event)
3.4. NAVAIR 13034.1D Flight Clearance Policy for Air Vehicles and Aircraft Systems (ref 4.2)
4. DESCRIPTION OF WORK (Technical Tasks)
4.1. Participate in pre-test planning meetings to assist in the development of TRKEX flight scenarios. Coordinate scheduling, air space and communications frequency allocation requirements with the FAA in TRKEX areas, NAS Point Mugu, and NAS China Lake.
4.2. Provide piloted Low Velocity Air Target (LVAT) twin propeller aircraft (3 individual sorties) with 110 – 200 KIAS and 4 hour minimum on-station capability. Aircraft will be “certified aircraft” as stipulated in Federal Aviation Administration (FAA) and Federal Aviation Regulations (FAR) regulations. Twin (propeller) aircraft are required for over-water operations. Aircraft proposed for use during the accomplishment of TRKEX support described herein shall be in compliance with applicable NAVAIR 13034.1D requirements regarding flight clearances for aircraft and equipment carried/operated.
Copies of the following documentation will be required:
4.3.1 Pilot license or certificates for pilot and co-pilot who will be flying the support missions. A minimum of Commercial license or certificate is required
4.3.2 Medical Certificates for pilot and co-pilot who will be flying the support missions.
4.3.3 Aircraft Registration and Air Worthiness Certificates for the aircraft that will be utilized during the support missions.
4.4 Coordinate NAWC WPNS station visit with CIWS Test Coordinator/Technical Coordinator for this task. Notification regarding time and schedule for these events will be provided no later than one (1) week ahead of the selected TRKEX date.
4.5 Provide sorties, aircraft, crew and equipment as indicated:

4.6 Provide CIWS/SeaRAM system heavy “lift” crane support services prior to and after designated TRKEX evolutions with the SDTS. Four (4) CIWS/SeaRAM lifts will be accomplished during the period of performance. Coordinate lift services and evolutions with the task technical coordinator.
4.7. Coordinate landing facility permits, Prior Permission Requests (PPRs) and advanced fueling arrangements as required with NAS Point Mugu and NAS China Lake.
4.8. Install portable NDGPS compatible VHF radio link communications (NDGPS) on designated aircraft and verify operation with shipboard or land based base stations prior to scheduled TRKEX sorties.
4.9. Provide briefing materials and conduct pilot briefings prior to each TRKEX with test scenario diagrams, communications frequency assignments and test procedures. Coordinate aircraft preparation, refueling, and post test equipment de-installation and restoration.
