CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 Performance Test and Evaluation Test Support:

Manned Aircraft for Tracking Exercises (TRKEX) with NDGPS

STATEMENT OF WORK

1.

INTRODUCTION

NAVSEA Port Hueneme NSWCD has been tasked by PEO IWS 11 to continue support for the conduct of operational testing of evolving CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31 system enhancements and upgrades commencing in August 2018. Part of the operational performance verification test requirements for the respective system upgrades is the conduct of manned aircraft (target) tracking exercises performed to verify system alignment, measure system/sensor acquisition, and tracking and system engagement performance. Controllable manned aircraft sorties operating with pre-scripted flight scenarios (tracking exercises – TRKEXs) are required during the planned performance tests of the subject CIWS and SeaRAM Ship Self Defense Systems.

2.

SCOPE

This task requires a total of three (3) sorties (flights) at designated east and west coast locations. Flight services include pre-test/TRKEX event planning participation, system/mount lift/positioning services, air services coordination with event area FAA, NAS China Lake and NAS North Island, NAS Point Mugu, pilot briefings, communication frequencies coordination, NDGPS equipment on-load, off-load and checkout, post-test TSPI preparation, delivery and participation in post-test debriefs. These services are integral to Test and Evaluation TRKEXs (tracking exercises) to be conducted in support of CIWS MK 15 Mod 21 Block 1B Baseline 2 and SeaRAM MK 15 Mod 31. Testing requiring TRKEX support provided under this task will be accomplished with various US Navy ships, pier-side at NAS North Island, pier-side at Norfolk Naval Shipyard, at the G6 Site within NAS China Lake, GEORGE Range and on/near Point Mugu Sea Range.

3. APPLICABLE DOCUMENTS (GFI)

3.1. TRKEX aircraft flight scenario requirements – (PHD NSWC)

3.2. TRKEX schedule/time on station information (NLT seven working days prior to TRKEX date)

4. DESCRIPTION OF WORK (Technical Tasks)

4.1. Participate in pre-test planning meetings to assist in the development of TRKEX flight scenarios. Coordinate scheduling, air space and communications frequency allocation requirements with the FAA in TRKEX areas, NAS China Lake, NAS Point Mugu and NAS North Island.

4.2. Provide piloted Low Velocity Air Target (LVAT) twin propeller aircraft (3 individual sorties) with 110 – 200 KIAS and 4 hour minimum on-station capability. Aircraft will be “certified aircraft” as stipulated in Federal Aviation Administration (FAA) and Federal Aviation Regulations (FAR) regulations. Twin (propeller) aircraft are required for over-water operations.

4.3. Aircraft proposed for use during the accomplishment of TRKEX support described herein shall be in compliance with applicable NAVAIR 13034.1D requirements regarding flight clearances for aircraft and equipment carried/operated.

The following documentation (copies) will be required:

4.3.1 Pilot license (certificates) for pilot/co-pilot who will be flying the support missions. A minimum of Commercial license/certificate is required

4.3.2 Medical Certificates (current) for pilot/co-pilot who will be flying the support missions.

4.3.3 Aircraft Registration and Air Worthiness Certificates for the aircraft that will be utilized during the support missions.

4.4 One (1) TRKEX support sortie will require the use of the Differential Global Positioning System (DGPS). Notification regarding time and schedule for this event will be provided no later than one (1) week ahead of the selected TRKEX date.

4.5 TRKEX locations and initial schedule. The first TRKEX event is anticipated to be scheduled for accomplishment during the week of August 13, 2018 on China Lake, CA “George” range area. The schedule and on-station times for subsequent TRKEX and crane support/lift events will be provided not later than 7 working days prior to each TRKEX and for crane support/lift services.

4.5.1 Zero (0) TRKEX sortie in the Norfolk, VA area. Passive DGPS required.

4.5.2 Two (2) TRKEX sorties at NAS China Lake, GEORGE Range.

4.5.3 One (1) TRKEX sortie at NAS Point Mugu Sea Range, CA area. Passive DGPS required.

4.6 Provide CIWS/SeaRAM system heavy “lift” crane support services prior to and after designated TRKEX evolutions. Four (4) CIWS/SeaRAM lift will be accomplished during the period of performance. Coordinate lift services and evolutions with the task technical coordinator.

4.7. Coordinate landing (facility) permits, Prior Permission Requests (PPRs) and advanced fueling arrangements as required with NAS North Island and NAS China Lake.

4.8. On-load portable DGPS compatible VHF radio link communications (DGPS) on designated aircraft and verify operation with shipboard or land based base stations prior to the scheduled TRKEX flight operation. Verify operation with receiving stations immediately prior to each TRKEX sortie.

4.9. Provide briefing materials and conduct pilot briefings prior to each TRKEX with test scenario diagrams, communications frequency assignments and test procedures. Coordinate aircraft preparation, refueling, and post test equipment de-installation and restoration.

4.10. Provide collected DGPS and passive DGPS TSPI data to the designated CIWS Test Coordinator(s) immediately after each test as input for post test system operational performance analysis.

5. DELIVERABLES

Unless otherwise indicated, briefings/flight plans/reports will be prepared in contractor format and be delivered before and after each TRKEX.

5.1. TRKEX Flight Plans (Scenarios, Flight Cards, procedures/sequence, comms, safety, etc.) delivered at Pilot briefing prior to each TRKEX sortie; 3 copies.

5.2. TRKEX Test Conductor De-Brief (Flight report and TSPI data on CD/DVD media delivered after each TRKEX; 1 copy. Deliver data media within 3 business days of TRKEX completion.

6. PERIOD OF PERFORMANCE
