4.0 REQUIREMENTS

This SOW describes the commercial items to be procured for the purchase and delivery of tower, shelter, generator and fuel tank pre-fabricated foundations in support of MCAS Yuma safety operations at eight (8) different locations; six (6) in Arizona (AZ) and two (2) in California (CA). The foundations shall have the following characteristics:

The tower foundations shall have the following characteristics:

1. Type shall be pre-cast concrete blocks that are manufactured off site and transported to the point of installation for assembly.

a. The government shall provide shipping locations. The contractor shall provide shipping to the locations per Table 1.

2. The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of multiple blocks. The blocks shall be fastened together via post tensioning steel rods.

3. The concrete blocks shall have alignment keys in the vertical faces that resist movement between the blocks upon post-tensioning.

4. Each block will have integral conduits perpendicular to each vertical face to accommodate the post-tensioning bars.

5. The type shall allow for increase in load capacity by adding additional blocks without disrupting the integrity of the existing foundation.

6. The type shall allow for several array configurations that when bound together meet the loading requirements in sections 14 and 15. The following configurations are acceptable:

a. 5x5, 6x6 or 7x7

7. The design of the post tensioning bars shall bind together the requisite number of blocks in a manner that can resist the tower loads outlined below in sections 14 and 15. Post tensioning values and calculations shall be provided.

8. The spacing of the post tensioning bars shall accommodate the placement of three (3) sets of cast anchor bolts (one for each tower leg) spaced 21’ apart. The bolt center for each leg will not exceed 22”.

9. In addition to the standard blocks, 3 blocks per site shall have an anchor stud assembly cast in place to provide a mounting interface to the tower legs. The stud placement and spacing, as well as location within the foundation array, shall match government furnished drawings predicated on the specific tower manufacture design, award to be issued at a later date.

10. The block two dimensional surface parallel to the ground shall be 5’ width by 5’ in depth and height shall be determined by the contractor to meet the site specific loading requirements.

11. Each block shall not exceed 15,500 lbs.

12. The foundation drawings and calculations shall be prepared in accordance with the specific state (AZ or CA) of instillation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.

13. The concrete shall have a minimum compressive strength of 5,000 psi @ 28 days matching the strength used in the engineering calculations.

14. Configuration A

a. Quantity 7

b. Support 3-legged (21’ face width)

c. Overturning moment – 5000 ft-kips

d. Axial Load – 40 kips

e. Uplift Reaction – 500 kips

f. Any exceptions will need to be discussed with the Contracting Officer prior to award of contract.

15. Configuration B

a. Quantity 1

b. Support a 3-legged (21’ face width)

c. Overturning moment – 7500 ft-kips

d. Axial Load – 50 kips

e. Uplift Reaction – 750 kips

f. Any exceptions will need to be discussed with the Contracting Officer prior to award of contract.

The shelter foundations shall have the following characteristics:

· Type shall be pre-cast concrete sections that are manufactured off site and transported to the point of installation for assembly.

· The government shall provide shipping locations. The contractor shall provide shipping to the locations per Table 1.

· The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of 2 individual pre-cast concrete sections. The 2 sections shall be fastened together via post tensioning steel rods.

· Type shall support the loads of a 25’x17’-4” communication shelter.

· The foundation drawings and calculations shall be prepared in accordance with the specific state (AZ or CA) of instillation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.

· The government requires a total of eight (8) shelter foundations

The generator foundations shall have the following characteristics:

· Type shall be a pre-cast concrete block that is manufactured off site and transported to the point of installation.

· The government shall provide shipping locations. The contractor shall provide shipping to the locations per Table 1.

· The solutions shall provide for a non-penetrating installation solution (i.e. sits atop graded earth surface) and shall be comprised of one pre-cast concrete block.

· Type shall be capable of supporting generator loads.

· Type shall be 12’-6”x6’x12”

· The foundation drawings and calculations shall be prepared in accordance with the specific state (AZ or CA) of instillation standards. All drawings shall be certified wet stamped by a licensed P.E. in the state of the installation site.

· Bollards shall be provided 18” from the generator as needed for protection per NFPA 30. Placement shall not interfere with operation and access to generator entry points.

· Kohler 80-150 KW GM Model 100

· The government requires a total of eight (8) generator foundations
