About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition document from the Naval Criminal Investigative Service (NCIS) for a sole source contract award.
The requirement is for the Internet Crimes Against Children (ICAC) Undercover Concepts and Techniques course (Undercover Chat Course) taught by Fox Valley Technical College through its National Criminal Justice Training Center (NCJTC) and hosted by NCIS in Hanover, Maryland from July 27-30, 2026. The training consists of 32 hours of in-person instruction for 36 attendees at the Maryland State Police facility (1523 Signature Dr., Suite F, Hanover, MD 21076). The course targets individuals with solid backgrounds in child exploitation investigations but limited training in undercover operations. Prerequisite requirements include completion of the Advanced Family & Sexual Violence Training Program (AFSVTP) and four basic ICAC network courses. The Maryland ICAC Task Force Commander has provided facility, audiovisual, and internet support at no cost, with NCIS allocating five class seats to participants designated by the Task Force Commander. The fiscal year 2026 appropriation is OM&N (Operations, Maintenance & Not Recurring).
The sole source justification is based on 10 U.S.C. 3204(a)(1), citing Fox Valley Technical College as the only responsible source capable of providing high-quality specialized training with expert subject matter expertise in digital forensics, undercover operations, and child exploitation investigations. The NCJTC operates under an exclusive cooperative agreement with the Department of Justice to deliver ICAC training nationwide. Market research confirmed no alternatives available through Unicor, AbilityOne, DoD ESI, GSA, or NASA SEWP. Fair and reasonable pricing will be determined per DFARS Class Deviation 2026-O0028. The point of contact is Tyler Wotring, Program Manager, at 304.288.1795 or tyler.wotring1044@fvtc.edu, located at 1825 N. Bluemound Drive, Appleton, WI 54912.

NAVAL CRIMINAL INVESTIGATIVE SERVICE
The NCIS child exploitation proactive operations program safeguards children worldwide by continuing to target and identify Navy and United States Marine Corps (USMC) predators online.
NCIS currently has approximately 700 open child sexual abuse and child sexual exploitation investigations. This includes cases opened in previous years that remain ongoing or pending adjudication. Identifying these predators as early as possible enhances fleet readiness and maintains the superiority of the Department of the Navy.
Code 23, Family and Sexual Violence section, has primary jurisdiction and focuses investigative efforts on child sexual abuse and exploitation in line with SECNAVINST 5430.107A (Mission and Functions of the Naval Criminal Investigative Service), with prioritization placed on the above listed areas of impact.

NAVAL CRIMINAL INVESTIGATIVE SERVICE
Fox Valley Technical College, specifically through the NCJTC is the primary “chosen” Department of Justice (DOJ) funded grantee to deliver ICAC training because of its specialized expertise in digital forensics, undercover operations, and extensive experience training law enforcement on child exploitation. It provides comprehensive, real-world investigative techniques. It operates under a specialized long-term cooperative agreement with the DOJ to provide this training. Because it provides training focused on investigative techniques and best practices for undercover operations to combat internet crimes against children, it also provides the greatest opportunity for prosecutions in these investigations. Training is delivered by professionals with direct real-world experience. They are the primary provider to maintain consistent, high-quality and specialized training for ICAC task forces nationwide and are accredited as such. Further, they provide site-specific assistance to the regional task forces.
7. Determination of fair and reasonable pricing.
A price reasonable determination will be made in accordance with DFARS Class Deviation 2026- O0028 per 212.204(a)(2) and (3).
8. Brief description of Market Research conducted and results or why market research was not conducted.
This requirement is sole source with Fox Valley Technical College. Unicor, AbilityOne, DoD ESI, GSA, and NASA SEWP were searched and do not have the required service. This service is only available from Fox Valley Technical College via Open Market. The requiring office conducted initial market research by obtaining Market Research pricing. Fox Valley Technical College is a large business, so a 2579 will be submitted and included in the file.
9. Any other factors supporting use of other than full and open ex., National Security, etc.:
The ICAC program was developed in response to the increasing number of children and teenagers using the Internet and other technology as well the proliferation of child sexual abuse images available electronically and the heightened online activity by predators seeking unsupervised contact with potential underage victims. ICAC data itself requires a high degree of security due to the sensitivity of the investigations. For this reason, training is limited to specialists through the usage of limiting membership through the icactaskforce.org. The Fox Valley Technical College has strict protocols for managing this sensitive data during training and ensures information is safeguarded.
10. Listing of sources (Name, Address, POC) (original equipment manufacturer (OEM) or provider and any authorized distributors or resellers):
