Miscellaneous text in this section has been modified to:

This is a combined synopsis/solicitation (N63285-25-Q-S152) for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined solicitation for commercial services, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation.

The Naval Criminal Investigative Service (NCIS) Northeast Field Office (NEFO) at Building 344, Naval Station (NAVSTA) Newport, RI has an existing single mode fiber cable (with 12 fiber strands within it) that are defunct and degraded. All fiber strands within that fiber cable need to be repaired to operate correctly, meeting or exceeding industry standards. In accordance with FAR Part 12 and 13, the NCIS Acquisition Division (Code 14B) is issuing a solicitation for the acquisition of such services. Required specifications are listed in Schedule of Supplies/Services. A Request for Quote (RFQ) is being requested and a separate written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, Effective 08/07/2025, and Defense Federal Regulation Supplement (DFARS) Change 01/17/2025. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.acquisition.gov.

QUESTIONS FROM INDUSTRY AND RESPONSES

QUESTION ANSWER

Q1 - Looking over the SOW we can provide a competitive quote for this installation. To ensure accuracy and efficiency, could you please provide more details regarding the cable runs, such as estimated distances, number of drops, and any known obstructions? If possible, photos or a short video of the environment would be extremely helpful. This will give us a better understanding of the layout and help us plan accordingly.

A1 - The fiber cable or the fiber strands in the cable are not obstructed and do not require the replacement of the full cable.

Q2 - Please confirm whether there is an adequate maintenance loop available to support future fiber optic repairs and splicing.

A2 - There is adequate maintenance loop available.

Q3 - Will the Government accept Splice-on Connectors (SOC) as an approved fiber termination method ( Fusion Splice - preterminated connector with fusion splice tails).

A3 - Yes.

Q4 - What is the manufacturer and part number of the existing Fiber Optic Distribution Panel (FODP) designated for the placement of new adapter panels? This information is required to order the proper bulkhead connectors for the FODP.

A4 - The Government is unable to provide part numbers, but able to provide:

-Hubbell 12 port ST Single mode adapter panel for the Teleco side (Actual manufacturer unknown of current one).

-Corning 12 port LC Single

N6328525QS1520001

Mode Adapter Panel in the NCIS equipment rack.

Q5 - What is the required length of the 12-strand single-mode fiber needed, and is there a specific color required?

A5 - See Q2 response.

Q6 - Could you please confirm the quantity of ST connectors required on the Telecommunications (Teleco) room side, as well as the number of LC connectors needed on the NCIS equipment rack side?

A6 - 12 ST and 12 LC connectors are required.

Q7 - There is not a requirement for the Communications and Network Systems to be designed, reviewed, and approved by a Registered Communications Distribution Designer prior to submission to the Contracting Officer. Please confirm if an RCDD will be added as a requirement to ensure standards, compliance, and allow a detailed review by the ISO (Information Security Officer) prior to deployment and installation.

A7 - There is no requirement for a Registered Communications Distribution Designer approval.

Q8 - We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

PLEASE PROVIDE THE FOLLOWING INFORMATION IN YOUR QUOTE:

Please submit quote responses to the Contract Specialists named above. Quotes must include company name, address, POC and email, CAGE Code, UEI number, TIN number and phone and fax numbers. Schedule of Supplies and Services, Unit and Extended Price shall be filled in. Failure to follow directions will cause the quotes to be unacceptable, deemed non-responsive. No other form of quotation will be accepted.

The Government intends to make an award to the responsive, responsible vendor that represents the best value to the Government, by virtue of being the lowest price, technically acceptable quote (See Schedule of Supplies/Services). Quotes determined to have passed the technical capability requirements will then be evaluated for the lowest price. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis and will not be rated.

This is a notice that this order is a total set aside for Small Business. Only quotes submitted by small business concerns will be accepted by the Government. Any quote submitted by a contractor that is not small business concern will not be considered for award. Only one firm fixed-price order will be issued.

The Government will award a quote that includes the requested information. Partial quotes and/or quotes received after the closing date will not be accepted. This combined synopsis/ solicitation contains the clauses, terms, and conditions acceptable to the Government. Any quote that contains terms or conditions or any other vendor-specific or OEM-specific agreement regardless of how titled or described may be considered unacceptable for award. Vendors are on notice that if they choose to submit a document containing terms and conditions, they are required to demonstrate that those terms and conditions do not conflict with, or differ from, the RFQ's terms and conditions, as well as statute and regulation (e.g., Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)).

Compliance with this section is a component of technical acceptability. Accordingly, a quote that contains vendor-specific or OEM-specific terms and conditions that conflict with statutory or regulatory requirements, or are otherwise disadvantageous to the Government as noted above, may be determined unacceptable. Further, NO such terms and conditions will be accepted after award.
