About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) N63285-23-Q-S109 related to window tinting at an NCIS facility. The solicitation seeks a contractor to apply window tint to interior windows, specifically using the RN07G SR CDF (One-Way Mirror) tint by LLumar or an equivalent product. Key details include: questions were due by 9-Jul-25, the RFQ is due by 23-Jul-25, and the work must be performed during normal business hours at the Russell Knox Building in Quantico, Virginia.

The Q&A document provides critical clarifications about the project, including: the contractor is responsible for window surface preparation and cleaning, a ladder (up to 9 ft ceiling height) is acceptable for installation, no site visits will be allowed, and window pictures will be provided with the solicitation amendment. The tint will be applied to the interior window surfaces to reduce sun glare in the lobby area, with small windows having a factory tint already in place. Contractors must complete DBIDS registration within 72 hours and understand that the government requires brand-specific or equivalent tinting that meets the RN07G SR CDF specifications.

NCIS SOLICITATION Q&A

TINT ON WINDOWS

RFQ#: N63285-23-Q-S109

RFQ Amendment#: 0002 QUESTIONS DUE DATE: 9-Jul-25 RFQ DUE DATE: 23-Jul-25

QUESTION RESPONSE

Q1 The background info in section C states that a darker tint is required on the window. Is there currently tint in place that would need to be removed prior to installation?

No

Q2 Product Substitution: Is the tint product RN07G SR CDF (One-Way Mirror) brand-specific, or will equivalent alternatives with similar performance (e.g., visible light transmission and reflectivity) be accepted?

The requirement is for brand name or equivalent for RN07G SR CDF (Manufacturer: LLumar)

Q3 Design Deliverables: For DEL01 and DEL02, would a basic layout with photos, window measurements, and tint sample be sufficient for approval, or do you require formal renderings or scaled drawings?

Yes; Basic layout with photos and tint samples will be sufficient for approval which will be requested after the contract award.

Q4 Site Access/DBIDS: How long does the DBIDS registration typically take, and will delays in base access impact the performance timeline?

DBIDS registration can be completed within 72-hours and does not impact the performance timeline.

Q5 Work Schedule Flexibility: Can the installation be scheduled over weekends or outside normal business hours to minimize disruption?

No; It has to be scheduled within normal business hours.

Q6 Onsite Visit: Is a site visit required or recommended before bidding? If so, how can we schedule one? Government will not be allowing site visits. Pictures of the windows are provided along with the amendment to the solicitation.

Q7 Window Frame Conditions: Are the window surfaces currently clean and ready for tinting, or should the contractor include prep/cleaning in the quote?

The contractor is responsible for preparing/cleaning the window surface and should quote accordingly.

Q8 Will the window tinting portion of the project require the use of a lift, or are ladders acceptable? Yes; Ladder is sufficient for the performance of the tinting service and should be arranged by the vendor.

Q9 If ladders are acceptable, what is the approximate height required (e.g., 6 ft, 8 ft, 10 ft, 12 ft, etc.)?

Ceiling height is 9 ft so the vendor is responsible to plan the ladder height accordingly.

Q10 We understand that the purpose of the project is to reduce excess sun glare in the lobby area. Can you please confirm whether the windows currently have no tint at all, or if a light tint is already installed?

Small windows on the top has Factory Tint. The tint is not an added layer to the window.

Q11 Is there an incumbent for this contract? If so, what is the contract number and value? No Q12 Are photos of the windows available? Yes; Photos will be posted with an amendment to the solicitation.

Q13 Can a site visit be arranged? Please refer to answer on Q6.

Q14 I’m reaching out regarding the window tinting project at Quantico, Virginia. I wanted to ask whether there are any photos available of the windows in question, and if you could confirm whether they are external windows (facing outdoors) or internal windows (within the building). This detail is important because the amount and type of light exposure directly affects the selection of tinting film, particularly in terms of UV protection, glare reduction, and thermal performance.

Government requires tinting only on the inside surface of the window. For photos, please refer to answer on Q12.

Q15 I am writing to respectfully request the possibility of scheduling a site visit for the project referenced in RFQ N63285-25-Q-S109 – Tint for Windows at the Leadership Wall, located at the Russell Knox Building in Quantico, VA.

Please refer to answer on Q6.

Q16 Can you all provide pictures of the windows? Please refer to answer on Q12.

Q17 Is there an incumbent? If so, what is the name of the company and the award amount? No Q18

What percentage of visible light transmission for tint are you requesting for the different windows?

The requirement is for brand name or equivalent for RN07G SR CDF, One Way Mirror (Manufacturer:

LLumar). The contractor is expected to know the specifications of RN07G SR CDF.

Q19 Could you provide images of the building and the windows in question? Government will not provide building images. For window pictures, please refer to answer on Q12.

Q20 To confirm, will the tint be applied to the interior surface of the windows facing the hallway, or the exterior surface? Please refer to answer on Q14.

Q21 Are there any existing window treatments (e.g., drapes, blinds, shades, valances), security sensors, or other fixtures currently installed on the window frames in the hallway that would require temporary removal for the tint installation?

No

Q22 Is this "N6328525QS109" an incumbent, and if so, what is the contract number N6328525QS109 is the current solicitation number and is not a contract award; no incumbent.

Q23 What is the total contract value price for "N63285-25-Q-S109"? Please refer to answer on Q22 Q24 Basically we do not offer one way mirror tint. We carry either Smart Film or we have an Electrochromic film and both of these can block the sun - only the electrochromic allows for you to look out. If you feel these will meet your requirements, let me know.

Please refer to Q18.
