About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Naval Criminal Investigative Service (NCIS). The procurement is for the Callyo Plus cellular telephone system, which provides call, text, and video application capabilities with advanced monitoring features for investigative purposes. NCIS requires 95 user licenses for a base year contract with four option years, starting 8/01/2025, solely sourced from Motorola Solutions. The system must enable remote listening, recording live phone calls, transmitting messages, and providing live audio/video/GPS tracking to monitoring agents.
The sole source justification stems from NCIS's prior unsuccessful experience with a competitive system (LETS) that did not meet contractual requirements. Market research confirmed Motorola is the exclusive manufacturer of Callyo, with no identified resellers or alternative products capable of meeting NCIS's specific operational needs. The contract specialist investigated potential competitors like Cubic MotionDSP, Magnet Forensics, and Nuix, but none could provide equivalent capabilities. The procurement will be conducted under FAR procedures for limiting sources, with pricing to be reviewed prior to award using standard price analysis techniques.

5. Rationale Justifying Use of Cited Authority. The acquisition is being conducted under the procedures of FAR 13.106-1(b)(1)(i) – Soliciting from a single source / 8.405-6(b) – Limiting sources; Items peculiar to one manufacturer. The justification rationale for restricting competition is Callyo Investigative Solutions platform is restricted to only one source, Motorola Solutions. Callyo was found to be the only product capable of meeting NCIS requirements.
6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc.). State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.
In addition to the above specifications, the system must provide monitoring applications, 24/7 phone support, secure electronic storage of the data acquired via the system and standardized online training. NCIS utilized a competitive system, Law Enforcement Training Solutions (LETS), for one
(1) year. LETS product never met the contractual agreed upon requirement and LETS declined further cooperation to develop their product to meet the requirements. Callyo was found to be the only other product that was capable of meeting the NCIS requirements.
7. Determination of fair and reasonable pricing.
Pricing will be reviewed prior to award based on price analysis techniques available per FAR 13.106(a).
8. Brief description of Market Research conducted and results or why market research was not conducted.
Market research conducted by the requirement owner found that Motorola is the sole manufacturer of Callyo Investigative Solutions which NCIS has used for several years prior to last year due to significant price increases. Last year, NCIS utilized a cheaper, competitive system called LETS.
During this time, the LETS product never met the contractual agreed upon requirement, and they declined further cooperation to develop their product to meet the requirements. Callyo was found to be the only other product that was capable of meeting the NCIS requirements; therefore, the requirement owner contacted Motorola to obtain estimated pricing for a contract plus option years.
Requiring Office negotiated pricing down with Motorola Callyo in order to devest from LETS, as the LETS system does not have the same functionality and features Callyo offers.
Contract Specialist contacted Motorola and it was confirmed that there are no resellers for the Callyo product. Contract Specialist researched capabilities of potential competitors - Cubic MotionDSP, Magnet Forensics, and Nuix. None are able to provide the same capabilities as Callyo. Additionally, the required items are not available from both mandatory or other preferred sources, i.e. AbilityOne, UNICOR, DOD ESI, NASA SEWP, or GSA. A Sole Source Justification (SSJ) will be included in the contract file and posted with the solicitation.
9. Any other factors supporting use of other than full and open ex., National Security, etc.: None.
10. Listing of sources (Name, Address, POC) (original equipment manufacturer (OEM) or provider and any authorized distributors or resellers):
Callyo, a Motorola Solutions Company Callyo 2009 Corp.
P.O. Box 843539 Dallas, TX 75284-3539 Mark.webb@motorolasolutions.com 404-795-7574
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
A market review for similar products or services will be conducted on any future procurements to ensure there are opportunities to maximize competition or to reassess the mission needs with the best solution for the Government.
