The document justifies a brand-name purchase from Clean Republic dba Dakota Lithium Battery, citing extensive market research that found their batteries uniquely meet the agency's specific requirements for size, weight, and power output for custom electronic surveillance system enclosures. The procurement is restricted to this manufacturer due to their unique product specifications, with multiple authorized resellers available. The total delivery is set for 30 days after contract date, and the procurement is conducted under Federal Acquisition Regulation procedures for a single-source, brand-name competition between $10,000 and $250,000.

6. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources. Provide a description of the market research conducted among schedule holders.
Multiple years of research have been conducted to identify Dakota Battery products as fitting the requirements. There were micro purchases of various brands and types of lithium and lead acid made over the course of three years. Dakota batteries were found to be of physical size, weight, and amp hour output to provide the needed power to fit within multiple custom built electronic surveillance system enclosures. No other products were found to meet these needs and multiple copies of these systems were built based upon the research and development process. A few potential alternatives were tentatively identified. When additional inquiries were made, it was found that those alternatives were manufactured in prohibited nations. Additional research found that some of the Dakota Battery competitors did not have a 10+ year warranty. uses these batteries in atypical methods and require the maximum available warranty.
Clean Republic dba Dakota is the sole manufacturer for this requirement with multiple authorized vendors to resell in the Open Market. The Contract Specialist verified that there are multiple small businesses resellers capable of fulfilling this requirement.
