About this file

This document is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition for the Naval Criminal Investigative Service (NCIS). The document authorizes a sole source contract with the National Technical Investigators Association (NATIA) for their 2025 Annual Training Conference & Technology Exhibition. NCIS requires 31 Technical Services Field Office (TSFO) personnel to attend the conference, with 19 participating in paid training, at a total cost of $38,960.00 from the FY2025 Operations, Maintenance, and Nursing (OM&N) appropriation. The conference will be held from August 3-8, 2025, and is justified as the only event offering specialized technical investigator training in surveillance, forensic science, and technical operations.

The J&A cites 10 U.S.C. 3204(a)(1) as the statutory authority, specifically noting NATIA is the only responsible source that can satisfy agency requirements. Market research confirmed no comparable alternatives exist, with other conferences either already concluded or focused on different training objectives. The conference provides critical professional development, offering hands-on workshops, operational case studies, and exposure to law enforcement-restricted surveillance technologies. NATIA is characterized as the premier training venue for professionals in technical investigative disciplines, essential for maintaining NCIS personnel's operational readiness and technical proficiency.

procedures of FAR 13.106-1(b)(1)(i) – Soliciting from a single source. The justification rationale for restricting competition is due to this unique event hosted and organized exclusively by the National Technical Investigators’ Association (NATIA). NATIA is the only organization that offers this specific combination of advanced training, operational case studies, and hands-on exposure to law enforcement-restricted surveillance and investigative technologies. As NATIA is the sole organizer and registration must be made directly through their official platform, no other vendors can provide access or participation.

8. Brief description of Market Research conducted and results or why market research was not conducted.

The Contract Specialist conducted online research to identify other law enforcement conferences similar to the NATIA 2025 Annual Training Conference & Technology Exhibition. The search identified a few events, including the Canadian Technical Security Conference (CTSC 2025), the NSA 2025 Annual Conference, and the FBINAA National Training Conference 2025. However, two of these conferences have already concluded, and the FBINAA conference primarily focuses on leadership development, rather than the technical training and surveillance technology offered by NATIA. Also, conference information was obtained from the NATIA website (www.natia.org), and further research was conducted by contacting Julianne Rill, the point of contact for general NATIA inquiries and national conference details.
