Quotes should be complete with company name, address, POC and email, CAGE Code, UEI number, TIN number and phone number, and pricing for each CLIN listed below. Also, please indicate whether pricing is based on an existing catalog, schedule or other Indefinite Delivery Type Contract (GSA, SEWP, etc.).
The Quoter is responsible for ensuring their quote has been received by the Contract Specialist via email by the date and time specified above. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Quoters that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1, Instructions to Quoters or reject the terms and conditions of this solicitation shall be excluded from consideration.
52.212-2 ADDENDUM: EVALUATION – COMMERCIAL ITEMS
EVALUATION: The Government intends to establish a single-award firm-fixed price Blanket Purchase Agreement (BPA) to satisfy this requirement to the vendor who is found to be responsive and provides an acceptable quote to the Government, by virtue of being deemed Lowest Priced, Technically Acceptable. It is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement. The Government reserves the right to issue no award at all resulting from this solicitation, depending on the quality of offers submitted.
Vendors are to quote on all items; Open Market are acceptable. The vendor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies. Quotes determined to have passed the technical capability requirements will then be evaluated for a fair and reasonable price determination. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis.
The Government intends to evaluate quotes and award without exchanges with vendors. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions with the vendor if the Contracting Officer later determines them to be necessary.
TECHNICAL: To ensure technical compliance, the Government will evaluate quotes as follows:
a. The quoter must clearly demonstrate that the quoted solution meets the solicitation requirements. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
The following ratings/definitions will be utilized for Technical Compliance:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation Unacceptable Quote does not meet the requirements of the solicitation
PRICE: The price quote should avoid ambiguities of inclusion, exclusion, or content.
The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies/services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques deemed appropriate.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given evaluation, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements.
Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the pricing for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing within the provided Part List attachment to this solicitation. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.
OPTIONS: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
