SOURCES SOUGHT ANNOUNCEMENT CONTRACTING OFFICE ADDRESS:
Naval Criminal Investigative Service (NCIS), Acquisitions Division, Code 14B, Russell Knox Building, 27130 Telegraph Road, Quantico, Virginia 22134.
INTRODUCTION:
This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUB Zone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Business) to provide the required products and/or services.
1. BACKGROUND
The Naval Criminal Investigative Service (NCIS) is an elite federal law enforcement agency within the Department of the Navy (DON) uniquely responsible for preventing terrorism, protecting secrets, and investigating felony crime for the Navy and Marine Corps. The NCIS defeats threats across the criminal, foreign intelligence and terrorist spectrum by conducting operations and investigations ashore, afloat, and in cyberspace to protect and preserve the superiority of the Navy and Marine Corps warfighter.
2. SCOPE
Furnish/Install access control system and intercom to replace existing.
Utilize existing cabling and door hardware.
Access Control:
- Installation of system control panels
- Installation of lock power supplies
- Installation of (4) card readers
- Installation of intercom door and master stations
- Installation of access control system software as specified
- Full system programming, commissioning, and end-user training on operation of system
3. SPECIFIC REQUIREMENTS
The keycard system is used daily by the agents and staff of Naval Criminal Investigative Service Resident Agent (NCISRA) Miramar, but also upper level management and other NCIS employees who might need to come to NCISRA Miramar for mission critical events and investigations. This system is essential and without it, operations have to cease each time someone needs to come into the building. Additionally, it has caused concerns for building safety and security. Without a fully functional keycard system, not all employees have a way to get into the building, and therefore they must rely on the availability of other employees to gain access to the building. This has created disruptions in operational effectiveness.
