About this file

This Statement of Work (SOW) details a rust mitigation and transfer project for the Naval Ordnance Test Unit (NOTU) at Cape Canaveral Space Force Station. The project involves two primary scopes: restoring three historic anchors located at different buildings and safely removing and transferring two 40mm ceremonial saluting battery cannons from an existing trailer to a new 20-foot Carry-On flatbed trailer. The anchor restoration includes sandblasting to remove corrosion, replacing compromised support bars, applying rust-resistant and clear coats of paint, and site cleanup. The cannon transfer requires building a secure mounting system that can withstand ceremonial firing forces, providing rust mitigation, and painting the cannons with a rust-resistant black coating.

The contract is set aside for small businesses under NAICS code 238990 with a $19 million size standard, and will be awarded as a firm-fixed-price contract. The period of performance is 10 work days after contract signing, with work to be completed between 0730-1600 hours Monday through Friday, excluding recognized US holidays. Contractors must be registered in the System for Award Management (SAM), submit invoices through Wide Area Workflow (WAWF), carry liability insurance, comply with local safety regulations, and have experience in heavy equipment fabrication. The primary points of contact are Contracting Officer Carlos Montanez and Contract Specialist Natalie Lucas.
