About this file

This document is a justification for a brand name specified procurement of Kobra 300 HS6 Cut Shredders for the Department of the Navy Naval Sea Systems Command. The justification specifies a requirement for five Kobra 300 HS6 Cut Shredders with a security level of P-7, dimensions of 17w x 12.25d x 32.5h inches, and a shred size of 0.8 x 5 mm cross cut. The estimated total cost is $12,642.60 including five gallons of shredder oil. The required delivery date is February 10, 2023. The justification cites that the Kobra brand is approved by the U.S. Government, military agencies, CIA and NSA for shredding classified and top secret documents. It details how the technical specifications including steel cabinet, gears, cutting knives and double motor drive meet security and durability requirements for long-term use. Procuring an alternate brand would require engineering changes due to existing Kobra shredders already installed at facilities including the Newport News Shipyard.

The related federal contract opportunity is solicitation number N62793-23-S-2304 for the intent to purchase the brand name Kobra 300HS6 shredders for the Department of the Navy Naval Sea Systems Command.

High security classic line shredder suitable to shred "Classified" and "Top Secret" documents. This brand of shredder is approved by the U.S. Government, military agencies, the CIA and the National

Security Agency. Kobra 300 HS-6 comes with steel cabinet, sturdy steel gears and two metal chain drive systems which offer reliability and resistance to wear, carbon hardened steel cutting knives. It can shred a paper sheet in about 10,000 micro-chips which become absolutely unreadable even if special electronic devices are used. The special 0.8 x 5 mm (Security Level P-7) cut meets the latest shredding standards

(NSA/CSS Specification 02-01) issued by the National Security Agency. In addition, it has motor thermal protection with 24-hour continuous duty double motor drive technology without overheating making it safe for long use.

This Kobra shredder are cited in SKED-A and some are already installed in the appropriate spaces and commonality in the platform spaces that saves logistics costs. This particular shredder is already in the

Newport News Shipyard (NNS) product model, diagrams, construction drawings and work packages. Procuring a different type of shredder would require an HMR to invoke the new GFI and pay

NNS to update all of those shredders in place. Additionally, the engineering churn would also be very intrusive from a schedule perspective.
