Work shall be performed at Submarine Base New London, Connecticut, with cleaning conducted in accordance with procedures approved by NAVSEA Code 05Z and the Carderock Division Life Cycle Manager. The contractor must establish baseline CO2 and O2 readings in all accessible compartments before operations begin, then monitor and record readings continuously throughout each day's activities. Cleaning operations shall cease immediately if CO2 readings exceed 3000 ppm or O2 levels drop below 19.6%, and may only resume once CO2 is reduced below 2000 ppm and O2 is restored above 19.6%. All contractor personnel must be U.S. citizens possessing valid DOD Secret Security clearances and DBIDS credentials for base access, with background checks completed via SECNAV 5512/1 forms.
