SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION CRITERIA

Evaluation of Line Items The Government will evaluate the total offers for award purposes by adding the total price for all line items.

Evaluation of all line items will not obligate the Government to award all line items.

Discussions: The Government intends to evaluate proposals and award Multiple BPAs without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Award of Line Items: The Government reserves the right to award one line, all line items or any combination thereof. If multiple line items are awarded, costs/prices for each line item will be totaled and award amount will be based on that total.

Evaluations – Tradeoffs:

The Government will make Multiple BPA Awards to the offerors that represents the best value to the Government based based on the following factors:

Technical Qualifications Past Performance Price

Evaluation Criteria:

Technical capability/Ability to Meet Schedule: Offerors shall demonstrate their ability to meet the technical requirements of the solicitation. Offerors shall also demonstrate their ability to meet milestones and deadlines, provide quick turnaround time, communication skills, responsiveness to technical direction, and completing tasks on time.

Safety Standards: Offerors shall demonstrate their knowledge and enforcement of strict on-site safety standards.

Past Performance: Past performance is your company’s experience under previously awarded contracts.

This is your opportunity to provide references on past or current contracts similar to this requirement, information on problems encountered and corrective actions. You may also want to consider information regarding key personnel or subcontractors you intend to work with, who have relevant experience related to this requirement. Offerors should provide at least three references with a current contact name, e-mail address, telephone number and a description of the work performed. Please provide relevant experience to this procurement within the last 3 years. Past performance information on work for state and local governments, private sector clients and subcontracts similar to this requirement will be evaluated equally with offerors having similar Federal Government contracts. Offerors may submit information on key personnel, major subcontractors, work performed as part of a team or joint venture, and other previous reincarnation of its current organization. Past performance information is proprietary source selection information. The Government will only discuss past performance information directly with the prospective prime or subcontractor that is being reviewed. The Government may use past performance information obtained from other than the sources identified by the offeror and that information obtained will be used for both the responsibility determination and the best value decision.

Price

The lowest priced offeror will be evaluated first for technical acceptability. If determined to be technically unacceptable, the next lowest offeror will be evaluated, etc.

Evaluation Ratings:

Exceptional:

Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.

Good:

Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

Satisfactory:

Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

Marginal:

Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.

The contractor’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory:

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

Cost Factor: Cost/Price, while being an important factor, is not in and of itself the determining factor in the selection of the successful Offeror for award of the contract contemplated by this solicitation. Cost/Price is not scored/weighted; rather, each Offeror's cost will be evaluated for reasonableness of the proposed contract cost.

Evaluation of Proposals:

Proposals will be assessed for how well the Offeror’s proposal meets the solicitation requirements. A determination will be made if the Offeror’s proposal meets the solicitation requirements. Next, evaluators will identify strengths, weaknesses, significant weaknesses, and deficiencies of each offer.

Basis for Contract Award:

Multiple-award BPA’s will be made to responsible offerors whose offer, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost.

Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements.

Offers that take exception to any performance criteria are unacceptable.

If an offeror receives a technical rating less than acceptable, the Government may not rate the offeror’s past performance as the offeror may not be considered for award.
