Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The use of PAUT and To FD instrumentation will be gov erned by the “UT PAUT/ToFD -1 ”
(Requirements for Ultrasonic Phased Array and Time of Flight Diffraction Weld Inspection
Techniques) document, as issued by NAVSEA 05 Tech Warrant Holder. The equipment specifications document is based on the instrument requirements stated in the NAVSEA 05 document and is the same equipment that the contractor, Electric Boat Corp. (EBC), which reduces NDT variability as much as possible in an effort to replicate inspections performed by the contractor as required by the Standard Operating Manual (SOM) for Supervisor of
Shipbuilding during oversight and re-inspection of materials and welding. In implementing the
PAUT/ToFD acceptance of welds, NAVSEA 05 and the Naval Shipyards have standardized the manufacturer and the instrumentation to be used. This corporate approach has allowed them to fully standardize procedures, training, data retention, and operational technique development of the instrument operators. Since the Naval Shipyards have demonstrated that the select instrumentation is full y compliant with the “UT PAUT/ToFD -1” requirements, it is recommended that we procure the instrumentation as single source.
