JUSTIFICATION FOR URGENCY

(BELOW SAT)

Ref: FAR 13.106

The service or material listed on (Document number) 3842C24112 H01 is urgent and advertising requirements are precluded for reasons indicated below. If the service/material is not received by the Required Delivery Date (RDD), specific damages to the Navy will result.

1. Suggested Sources(s) (complete with addresses, phone and fax numbers):

1.) BRITISH PETROLEUM OIL CO.; 200 Public SQ Cleveland, OH 41114, USA; 201-755-3679

In the spaces above, provide the name of all known suppliers of the required product, preferably a minimum of three manufacturers. (Although the purchasing office maintains a list of sources, it is best to provide sources you know meet your requirements so that valuable time is not wasted in soliciting and evaluating offers from companies who can’t meet your needs. Attach a copy of any market research conducted on potential offerors.)

2. Brief descriptive narrative of service or material required:

PORT MRG went through a major repair due to major sea water contamination. All internal gears were replaced and required mandatory gear tooth mesh inspection during Sea Trials as required by NSTM 241 and JFMM. At the same time, both main propulsion Diesel Engines were overhauled and required engine run-in test using BP compound product that is primary used for engine testing. Production shop need to apply DYKEM to MRG and BP product to engine at the same time. It is important to execute the two test in order to perform both test without endangering each other.

Diesel engine provide propulsion energy to MRG and the MRG transfer those energy to propulsion thrust causing the ship to propel through water. The required work requirements are covered under ICN 3842C24112 H01 with additional estimated material cost of .

3. Required Delivery Date (RDD): 15 Mar, 2019.

4. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it’s not received by the RDD. (As necessary, describe the impact on overhaul/availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost (labor, material, etc.) to the government for each day of delay beyond the RDD.

If services is received beyond the RDD, will not able to go underway for Sea trials due to MRG and Diesel engine performance test prior to unrestricted operation certification. With 1 of 2 shaft not meeting standard specification the ship will not meet minimum equipment as prescribed by CNSP-CNSL 3504.1D (Redlines). The ship is schedule for Sea Trial after CNO availability on .

5. Lack of prior planning does not support urgency. Please provide a time-line beginning on the date the need was first identified and ending on the date the requisition was submitted to the Purchase Branch. Why is the claimed “urgency” not the result of a lack of advanced planning?

PORT MRG repair placed the engine performance test on hold for almost 18 months. Ship just completed its MRG repair last 18Jan19 and went through system restoration. The ship need to get their underway certification by going out to sea and demonstrate their capability. Ship need to complete the engine run-in check and the MRG DYKEM application by RDD in order to get certify for at sea unrestricted operation.

6. Only our minimum current requirements can be purchased under conditions of urgency. What is the minimum quantity that must be obtained by the RDD? Why can’t some of the total required quantity be procured under urgency while procuring the remaining items/services through the normal procurement process?

Material requested is the minimum required to perform the above task.

I CERTIFY THAT STATEMENTS CHECKED ABOVE ARE COMPLETE AND CORRECT TO THE BEST

OF MY KNOWLEDGE. I UNDERSTAND THAT PROCESSING THIS URGENCY STATEMENT COULD

PRECLUDE THE FULL ADVERTISEMENT OF THIS PROCUREMENT.
