About this file

This Statement of Work (SOW) details a propeller and shaft seal replacement for the U.S. Navy's Work Boat Medium-1 (WBM-1) at Commander, Fleet Activities Yokosuka (CFAY) in Japan. The project requires removing and replacing both port and starboard propellers and the port shaft seal, with the work to be conducted at Berth-18 during the period of 01-28 February 2026. The contractor must perform all removal and installation activities following applicable safety and engineering standards, using Government Furnished Material (GFM) for new propellers and shaft seals.

Key deliverables include documentation of safe propeller removal, installation checklists, technical reports on alignment and measurements, Non-Destructive Testing (NDT) results, and a warranty statement. Performance standards mandate precise removal without damaging components, following Original Equipment Manufacturer (OEM) procedures, and ensuring proper shaft thread protection and alignment. The contractor is responsible for all labor, materials, management, coordination, quality control, safety management, and transportation necessary to complete the work, with strict inspection and acceptance criteria requiring comprehensive documentation and potential corrective actions.

1.1. Commander, Fleet Activities Yokosuka (CFAY) is the largest Naval installation outside of the U.S. and its territories. We provide 24/7 mooring service. We are committed to providing the best service worldwide even on short notice. We coordinate the most suitable berthing arrangement according to the maintenance and operational needs of forces assigned to 7th Fleet to facilitate rapid response to natural and manmade crises in the region, while ensuring security and stability. Navy work boats are utilized in mooring and dry docking evolutions, for setting up pier configurations, moving utility barges, pontoon floats, fenders, paint floats, opening and closing security barriers, and opening and closing oil booms.

CFAY maintains six work boat mediums. Without these boats CFAY’s ability to provide core port operations functions in the Yokosuka harbor are significantly degraded.
