About this file
This is Standard Form 30, Amendment 0001 to solicitation N6264926R0037, issued by the Naval Supply Fleet Logistics Center Yokosuka on March 2, 2026, with an effective date of March 2, 2026. The amendment extends the proposal response due date from March 17, 2026 to March 24, 2026 at 10:00 a.m. The requisition number references a continuation sheet, and the contracting activity is located at PSC 473 Box 11, FPO AP 96349-1500, with the point of contact being Reiko Taguchi (telephone: 315-252-2852; email: reiko.taguchi.ln@us.navy.mil).
The amendment addresses a pre-proposal question regarding paragraph 3.1, which requires Marine Chemist certification. The offeror questioned which specific locations among the multiple listed in the specification would require Marine Chemist certification. The government's response clarifies that the contractor is responsible for identifying appropriate repair methods, determining exact locations and extent of required repairs, and ensuring all required gas-free certifications and testing are conducted and certified by a qualified Marine Chemist as applicable to the scope of work. The government confirms no ammunition will be onboard affecting hot work or repair areas. The contractor must review and comply with applicable Navy Standard Items (NSIs) prior to contract award, particularly NSI 009-07 on Fire Prevention and Housekeeping Requirements, and execute all work in accordance with the Joint Fleet Maintenance Manual (JFMM) and applicable NSIs. All other terms and conditions remain unchanged.

SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification):
The purpose of this amendment is to answer the following offeror's pre-proposal, and to extend the closing date to 24 Mar 2026 at 1000.
Question:
Para 3.1 requires Marine Chemist Certification.
Since there are many locations listed in this spec, we cannot identify which locations to be certified by Marine Chemist.
Please specify Para# and locations for the requirement of Para 3.1.
Answer:
The contractor will be responsible for identifying and developing the appropriate repair method, as well as determining the exact locations, extent of required repairs and requirements for the marine chemist. Additionally, the contractor shall ensure all required gas free certifications and testing are conducted and certified by a qualified Marine Chemist, as applicable to the scope of work.
The ship has confirmed that there will be no ammunition onboard that would impact hot work or affect the areas requiring repair. However, the contractor remains responsible for verifying conditions and complying with all hot work and safety requirements in accordance with applicable regulations.
The contractor is required to review and fully understand all applicable Navy Standard Items (NSIs) prior to contract award, with particular emphasis on NSI 009-07 (Fire Prevention and Housekeeping Requirements). Compliance with this NSI, along with all other invoked Standard Items, is mandatory. Please reference ICN: 38E9313601-A01 section 3.3.1 Accomplish a visual inspection of each exposed deck plating for deterioration, pitting, crack, and damage of distortion for structural integrity to determine each repair area and repair recommendation, using Section 6 of 2.7, 100-2.
B of 2.B, and 2.2 through 2.6 for guidance.
All work shall be executed in accordance with the Joint Fleet Maintenance Manual (JFMM), applicable Navy Standard Items, and the terms and conditions of the awarded contracting agreement. The contractor is expected to demonstrate sufficient technical knowledge, experience, and planning capability to execute the required repairs safely, efficiently, and in full compliance with contractual and regulatory requirements. The questioning from the contractor is leading me to believe is inexperienced or limited experience with these repairs.
Other terms and conditions remain the same.
