About this file

This is a Technical Questions and Answers document for RFQ N6264926QB056, Amendment 0001, dated 22 June 2026. The document addresses ten technical inquiries regarding crane operations and equipment specifications for a rudder removal project.

The primary service requirement involves removal of a rudder blade and rudder stock using a gantry crane equivalent to the TADANO Super Lifter TB-300. Key operational parameters include: the gantry crane must remain on-site for the entire Period of Performance (POP); crane operating days equal the POP duration; the maximum distance the crane will travel while carrying the suspended load is 50 feet; and the crane must feature an electrically powered horizontal travel system on rails with approximately 19 meters of travel track. The contractor is responsible for preparing and submitting the lifting plan and lifting procedures per PWS paragraph 9. Government personnel will provide operational oversight for general coordination and removal, and an additional safety supervisor is not required provided the operator is competent and fully understands the lifting procedure and safety requirements. Contractor-proposed equipment alternatives will be evaluated by the Source Responsible Official (SRF) for technical acceptability after solicitation closure. Manufacturer-specific operator certifications are required for personnel fulfilling the roles specified in Paragraphs 5 and 7 of the underlying solicitation documents. The scope is limited to removal only, with no reinstallation work included in this contract.

RFQ N6264926QB056 Amendment 0001 dated 22 June 2026

Technical Q&A

1. Could you advise the estimated number of crane operating days during the contract period?

ANSWER: Number of operating days is the POP duration.

2. Is the gantry crane required to remain on-site throughout the entire contract period, or only during the scheduled lifting operations?

ANSWER: Yes, gantry crane is required to remain on site for POP duration.

3. Is the scope of work limited to the removal of the rudder blade and rudder stock, or does it also include reinstallation following completion of maintenance?

ANSWER: This request is for the removal only.

4. Will the Government provide the lifting plan and lifting procedures, or is the contractor required to prepare and submit these documents?

ANSWER: The Government will not provide the lifting plan and lifting procedures. See PWS paragraph 9.

5. There is a possibility that we may provide a gantry crane equivalent to the TADANO Super Lifter TB-

300. If we submit the specifications of the proposed equipment, would the Government be able to review them and advise whether the equipment would be considered acceptable for this requirement?

ANSWER: SRF will review the specifications of the proposed equipment for equivalency after the solicitation closes. If the proposed equipment is determined to be technically unacceptable during evaluations, the quote will be excluded from further consideration.

6. Will Government personnel provide overall supervision and direction of the lifting operations, or is the contractor expected to provide a dedicated lifting supervisor?

ANSWER: The Government will provide operational oversight for general coordination and removal. As long as the operator is competent and fully understands the lifting procedure and safety requirements, I do not believe an additional safety supervisor is necessary.

7. What is the approximate distance that the gantry crane will be required to travel while carrying the suspended load?

ANSWER: 50 feet maximum.

8. Please clarify what specific certifications are considered acceptable for the requirements of Paragraphs 5 and 7.

For example, are Japanese crane operator and rigging certifications acceptable, or is a manufacturer-specific operator certification required?

ANSWER: Manufacturer specific operator certification required.

9. What does the requirement in Para. 5.1, “Mobility: Electrical horizontal travel system/device (Lifter Travel Track: min. 19 m)” mean?

ANSWER: Electrically powered on a travel track (rails). It is acceptable to be around 19 m, similar to the TB-300.

10. The specified TADANO Super Lifter TB-300 appears to use a manual push-type travel method (without a powered drive system). Is this understanding correct?

ANSWER: That is incorrect; it is electrically powered.
