About this file

This is a Standard Form 30 (SF 30) Amendment to a solicitation issued by NAVSUP Fleet Logistics Center Yokosuka for the purchase of dehumidifiers to support Military Family Housing at U.S. Naval Base Japan. The amendment was issued on June 30, 2026, with an effective date of July 6, 2026, and does not extend the solicitation closing date.

The requirement is for 600 dehumidifier units with specifications including dimensions of 39(W) × 28(D) × 60(H) cm (±5% tolerance), 25L per day capacity, white or similar color, 100V 50/60Hz power, and standard Japanese 2-pin plug type. Delivery is required by August 31, 2026, to CFA Yokosuka Housing Services Center Building 1817 Warehouse, U.S. Naval Base, Japan, with partial deliveries in multiple batches acceptable. The contracting officer is Maya Ichikawa (maya.ichikawa.ln@us.navy.mil, 315-243-7443). The amendment provides answers to four prospective contractor questions clarifying that: multiple manufacturers and models are acceptable as long as specifications are met; partial deliveries in batches are permitted; standard Japanese 2-pin plugs without ground wire are acceptable; and a standard manufacturer's 1-year warranty meets requirements. The warranty requirement is "in line with standard commercial practices," and coordination with the Government point of contact upon award is required for delivery scheduling during regular working hours of 0730-1600 Monday through Friday.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification): This solicitation amendment 00001 is issued as follows:

1. To provide the Government's response to questions received from a prospective contractor(s).

2. To provide revised specifications/work statement, to update Section B and C.

Solicitation closing date and time remain unchanged. All other terms and condition remain the same.

QUESTIONs AND ANSWERs

The following questions were raised and answers are hereby provided:

Questions:

Question Number 1:

For the dehumidifier requirement (600 units), if all proposed dehumidifiers fully comply with the required specifications, would it be acceptable to provide a mix of different brands and models within the total quantity? For example, if one manufacturer is unable to supply all 600 units, could we provide compliant units from multiple manufacturers to fulfill the requirement?

Answer: As long as the requirement we have specified are met, we can accept a total of 600 units even if they are from multiple manufacturers and models.

Question Number 2:

The required delivery date is August 31, 2026. Due to the large quantity (600 units), we would like to know if the Government accepts partial deliveries in multiple batches, provided that all 600 units are fully delivered on or before the final deadline of August 31, 2026.

Answer: We accept partial deliveries in multiple batches.

Question Number 3:

The solicitation requires us to specify the plug type in our technical submission. Most standard domestic dehumidifiers in Japan are equipped with a standard Japanese 2-pin plug (Type A, without an earth/ground pin). Could you please confirm if this standard 2-pin plug is acceptable, or if a 3-pin plug (with a ground pin) or a plug with an auxiliary ground wire is mandatory?

Answer: Ground wire is not mandatory. Standard Japanese 2-pin plug is fine.

Question Number 4:

The specifications state that the warranty shall be "in line with standard commercial practices". Could you please confirm if a standard Japanese manufacturer's 1-year warranty (which is normally provided to individual retail consumers in Japan) meets this requirement?

Answer: Standard manufacturer's 1-year warranty meets the requirement.
