About this file
This is a Job Specification document for repair and inspection work on USS NEW ORLEANS (LPD-18), a naval vessel undergoing maintenance at Sasebo. The work order (ICN: 38KFA12321RR, Revision 03) addresses repair of Ballast Tank 6-193-2-W and inspection of degaussing piping systems.
The scope of work encompasses cleaning and repair of a single ballast tank with a capacity of 191.678 cubic meters located in compartment 6-193-2-W, plus inspection and air testing of approximately 24 feet of 6-inch IPS degaussing piping that runs from Frame 193 through the Steering Gear Pump Room (4-188-2-Q) and Stern Gate Machinery Room No. 2 (3-188-6-Q). Key requirements include attending a pre-brief with contractor, government, and ship's force; accomplishing tank cleaning per enclosure specifications; conducting air pressure testing at 50 PSIG (+1/-0) with zero allowable leakage for minimum 30 minutes; submitting condition reports documenting test results; and performing surface cleaning and preservation. The anticipated award date is 08/24/2026 with production completion by 09/30/2026 and period of performance from 09/01/2026 through 10/31/2026. Government-furnished materials include bolts, screws, washers, gaskets, cotton grommets, rubber and cork sheets, welding rods, insulation board, tape, adhesives, steel pipe, fittings, and couplings. Related work on cofferdam installation and degaussing coil removal will be conducted under separate ICNs (H01 and H02 respectively). The work is prepared at Sasebo and requires coordination with ship's Damage Control Assistant to maintain stability and prevent flooding during fluid transfers.

4.1 Initial Condition - During ships recent AMW CERT, Ships force discovered multicable penetration to be degraded causing sea water from the ballast tank to leak by into the space. When ships force attempted to pressurize the tank to remove sea water the assembly came out completely making the tank OOC. Tank is heavily relied upon for ballast and DEBALLASTING evolutions and is crucial to ships mission.
4.2 SRF tool room will issue each torque wrench and pressure gauge when required.
4.3 Each Cofferdam will be installed and removed by ICN 38KFA12321 H0l for the ballast tank.
4.4 Degaussing coil removal and installation work will be conducted under
38KFA12321 H02.

1.1.2.1 Contact the SRF-JRMC Detachment Sasebo ESH Division, Environmental Branch, Sl06.3 prior to transfer of waste liquid to the conveyance.
1.1.2.2 Provide watches and following spill kits (absorbent pads, booms, etc. for oil or chemical spill containment) at each affected area where waste liquid is being transferred to ensure that each liquid is not released to any shipboard compartment or the sea. In case of a spill, take immediate action to contain the spill, and contact Sl06.3.
1.1.2.3 Identify each transfer hose to the conveyance by affixing the company's name and tank/space location pumping from on each hose.
