2. ENCLOSURE:
(1) Comparison of Japan and US Water Quality Standards
(2) Email correspondence from ISEA, Subject: Potable Water Testing Requirements for USN Ships
3. BACKGROUND:
a. Reference (a) was recently revised, with new requirements for Potable Water Purity Certification.
The requirement states that upon completion of sanitization process, a certificate shall be obtained from a licensed or Government laboratory attesting that the water is safe for human consumption.
The certificate shall indicate water meets or exceeds the requirements of ref (b). However, ref (b) does not specifically address shipboard post repair water quality test requirements.

38DJA65404-AO1
CU!
b. Potable Water ISEA, NSWC-PD Code 413, was contacted to provide clarification of Purity
Certification requirements on O2FEB 2025 and confirmed the following:
(1) Navy considers shipboard potable water systems as Public Water System (PWS) with regards to Safe Drinking Water Act (SDWA) of reference (c).
(2) U.S. Environmental Protection Agency (EPA) or state certified laboratory will test and determine if water is Fit For Human Consumption (FFHC)
c. There are no EPA certified labs in Japan and shipping water samples to CONUS for testing would exceed the 30-hour maximum sample hold time, so NAVFAC Sasebo was contacted on 06FEB2025 to inquire how determination for FFHC is done on Commander Fleet Activity Sasebo water systems. Their response was although they do additional testing besides bacteria, the determination for FFHC is owned by the Installation Commander so they do not require the use of an EPA certified laboratory.
d. SRF-JRMC CHENG was briefed on the above issues and is engaging with NAVSEA to get clarity.
In the interim, SRF-JRMC CHENG concurred with recommendation of SRF-JRMC Det. Sasebo S245 Design Engineering Branch to test water to Ministry of Health and Labor Welfare of Japan (MHLWJ) drinking water quality standards of reference (d), using a Japanese certified laboratory since it meets the intent of reference (c) EPA requirements. See enclosure (1) for comparison between EPA and MHLWJ drinking water quality Maximum Contaminant Level (MCL) criteria.
e. English translated website of MHLWJ provides background and links to criteria for MCL (https ://www.mhlw. go.jp/english/policy/health/water_supply/4 .html). Note that the English website is not up to date as far as list of contaminants and MCL. Enclosure (1) provides a consolidated list based on updated requirements from the MHLWJ Japanese website.
4. GENERAL NOTES:
a. The purpose of this ELM is to provide interim guidance for accomplishment of Potable Water
Purity Certification requirements per reference (a).
b. NST 009-87 requirement for certification that water is safe for human consumption is to be changed to meet requirements of reference (a), per email response from ISEA, see enclosure (2).
c. Until SRF-JRMC CHENG obtains clarification from NAVSEA on the requirement to test to reference (c) criteria, there is no non-conformance at this time. No DFS required to perform additional testing to Japanese water quality standards above current bacteriological and chlorine FAC testing.
d. The guidance of this ELM is applicable to all Sasebo homeported ships and combatant craft potable water systems for both Tn-House and Farmout work.
5. REQUIRED ACTIONS:
a. The testing requirements of Potable Water Purity Certification per reference (a) will be met by accomplishment of the following:
(1) Certification testing performed by Japanese laboratory certified by prefecture for measurement of drinking water quality.
(2) Contaminants and associated MCL criteria in accordance with Japan Water Works Act for
Drinking Water Quality Standard (51 items) and Complementary Items (27 items), enclosure
(1) refers.
(3) Certification to be provided by Japanese certified laboratory attesting that water meets Japan Drinking Water Quality Standards and Complementary Items.

Mr. Crosland, Adding in NAVSEA 05Z41, as well as NAVSEA BUMED Liaison
I do not have a direct answer to your question, but agree with the, "multitude of document" statement. I would add that some even have differing requirements. We are working to clean these up, and in the interim I wanted to give you a bit of background as well as current actions being taken regarding this subject. One thing to note, is the statements used in GSO, NSTM, and NAVMED (ch 5) documents all similar to: declaring fit for human consumption. From my understanding and recent conversations this declarationlstatement is currently being done shore side by base commanders after testing and advisement from the health community on the testing results (someone please correct me if I am wrong or understating something critical). The afloat side lacks that similar process at present.
GSO has had a requirement for testing after availabilities (S9AAO-AB-GOS-010 532p. April 2016 version below, this statement is reflected in Revision 11,2022 version as well)
Potable water purity certification - After completion of the potable water svsteni disinfecting process. a certificate shall be obtained from a licensed or Government laboratory attesting that the water is safe for human consumption. This certificate shall indicate that the wa meets or exceeds the requirements of the Manriai of Naval Preventative Medicine. NXVMED P -SO 1 0-3. Chapter 5.
NSTM Chapter 533 (S9086-SE-STM-010/533 R 4) was recently published (14 March 2025). This update was intended in part to clean up the various document and outline clearly what the requirements are for potable water system sanitization and testing. This update matches or exceeds the GSO requirements and aligns more closely to commercial standards for similar equipment (AWWA). See section 3.
NAVSEA Standard Item change proposal has been submitted to the SSRAC to remove the BUIvIED reference in 009-87, replacing with the NSTM Chapter 533 reference.

Mr. Grippe! Mr. Carotenuto / NSWCPD Potable Water Team, Appreciate you and your teams help to answer our question
BLUF: When a REPAIR Facility performs work on USN ship (while OCONUS) that affects the Potable Water System. What is the correct testing requirements we (as the REPAIR Facility) should be doing to return the system as safe for ships force use. We have pulled a multitude of documents across multiple Regional Maintenance Centers (RMCs) and the vast majority only perform halogen (chlorine) residual test and bacteriological test, as outlined in NAVSEA Standard Item (NSI) 009-087.
(Q) Is this correct! sufficient? Or should we also be testing to the SDWA NPDWR requirements for contaminants? If we should be, are there any authorized laboratories OCONUS we can utilize?

Sir;
We appreciate you reaching out to NAVSEA and us at NMCFHPC for clarification regarding water testing protocols for determining shipboard potable water systems fit for human consumption post-shipyard maintenance prior to taming the system over to ship's company. We are concerned regarding potential system contamination from chemicals and/or processes that may be used during repairs, cleaning, or within associated water systems as these constituents may not be included in standard Safe Drinking Water Act (SDWA) National Primary Drinking Water Regulations (NPDWR) testing protocols. We have reached out to Joe Grippe (NSWC-Philadelphia) for additional clarification on the testing requirements but have not received a response yet.
NAVSEA has authorized laboratories in many areas to conduct standard SDWA NPDWR sampling/testing. Any additional potential contaminants outside of the standard NPDWR list would necessitate a more comprehensive evaluation and consultation with NAVSEA Laboratory Authorities to determine appropriate testing methodologies.
We look forward to your reply and are committed to assisting you in ensuring the safety and quality of potable water systems.
