About this file

This document is a Job Specification and accompanying test procedure for anchor and anchor chain assembly inspection, preservation, and load testing on the USS PATRIOT (MCM-7), a naval vessel under repair at SRF-JRMC Sasebo, Japan.

The work involves disassembly, inspection, cleaning, lubrication, and reassembly of one chain stopper assembly located on the forecastle deck, consisting of a pelican hook, turnbuckle, detachable link, and shackle. Key requirements include recording permeability test results for metallic materials; measuring and recording installation lengths for adjustment purposes; changing existing detachable links from three to two each where required; removing paint coating for load testing; replacing existing hairpins with new CRES hairpins; installing new tapered pins; lubricating turnbuckle assemblies and detachable links with sea water wash-resistant grease (CID A-A-50433); and preserving new surfaces to match surrounding areas. The work has a production completion date of June 30, 2026, with a POP start date of May 23, 2026. The associated load test procedure specifies applying a test load of 211,500 to 222,075 pounds for 15 seconds to the chain stopper assembly, with acceptance criteria requiring no rupture or surface cracks before or after loading. Government-furnished materials include bars, plugs, wire, grease, tapered pins, and a new K-Monel turnbuckle assembly. All work must use only non-magnetic materials and must be completed in accordance with referenced naval standards, specifications, and engineering liaison memoranda (ELM-255094A) addressing required inspections, material substitutions, and proof test requirements.

4. GENERAL NOTES:

a. The purpose of this ELM is to provide recommended actions for the defects found in the anchor, the anchor chain, and chain appendages.

b. SRF-JRMC Det. Sasebo LTA Code S200 approves the recommendations in required actions below.

c. All general notes in references (d) thru (f), (i), and (j) apply.

5. REQUIRED ACTIONS:

Recommended actions for each component are as follows:

[Anchor Assembly]

a. For linear indications in the anchor assembly [reference (a), #1, 11, 12 and 13 of VISUAL

INSPECTION ANCHOR],

i) Perform PT or 5X VT inspection to identify all indications in the immediate area

(Approximately 1 inch in circumference) instead of MT stated in paragraph 581 ofreference (c).

ii) Grind the linear indications in stages and stop when sound metal is reached.

• The maximum grinding depth is 1/4-inch. If the linear indication remains after removing 1/4-inch, submit a CFR to receive further direction from the Project Team.

• Grinding shall be accomplished so that there are no unnatural irregularities on the metal surface.

iii) Perform either PT or 5X VT inspection, and ifno linear indications are identified, the anchor can be reused.

b. A broken split key, PC NO 9 ofreference (d), [reference (a), #14 of VISUAL INSPECTION ANCHOR] shall be fabricated and replaced in accordance with references (d) and (e). The use of K-Monel is acceptable in place of Hadfield Steel as per General Note 11 in reference (e).

c. Dents and pits reported in reference (a) [#2 thru IO of VISUAL INSPECTION ANCHOR] are considered to have occurred during the initial manufacturing of the casting. None of them fall within the scope of the repair requirement specified in paragraph 581 c of reference ( c ). The above mentioned defects are considered acceptable as-is. Therefore, no further action is required.

[Chain Stopper Assemblies]

a. A broken chain [PC NO 13 ofreference (f)] shall be replaced in accordance with references (e) and

(f). The use of K-Monel or CRES 316 is acceptable in place of Hadfield Steel.

b. Six (6) missing locking plates and six (6) cotter pins [PC NOs 19 and 20 ofreference (f)] in the chain stopper assemblies shall be fabricated and installed in accordance with references (e) and (f).

The use ofK-Monel or CRES 316 is acceptable in place of Hadfield Steel.

c. For an eyebolt with linear indications [PC NO 18 ofreference (f)], procure a replacement [Item 7d in this ELM] and replace the existing with a new one in accordance with references (e) and (f).

d. No repair action is required for cracks in the bail pin end [PC NO 11 ofreference (f)] of the pelican hook in one of three (3) chain stopper assemblies. It will be documented in a minor permanent DFS, MCM-7-1000-2025. The rationale is as follows: Similar issues previously

occurred on MCM-14 & MCM-9, and were authorized to leave the as-found condition permanently as documented via references (g) and (h), respectively.

[ Anchor Chain]

a. For the two (2) anchor chains with linear indications (reference (a), #23 in No. 5 shot and #204 in

No. 6 shot), replace with a detachable link [Item 7e in this ELM] in accordance with paragraph 581-5.4.3 ofreference (b).

b. For the anchor chain with ark strike (reference (a), #89 in No. I shot), remove ark strike and perform visual inspection. If there is any defect, submit a CFR.

c. Structural integrity is not affected by the pinhole in the welding (reference (a), #86 in No. I shot), the crack in the weld between the link and the bridge (reference (a), #183, 184, 188 in No.I shot, #55, 78, 79, 153, 169 in No.2 shot), and the larger than normal forging cleft (reference (a), #160, 166 in No.6 shot, #51 in No. IO shot). Therefore, no further action is required.

6. TEST NOTES:

@ a. For the chain stopper assembly with the replaced eye bolt, a proof test and inspections shall be performed in accordance with general note 6 in reference (f) as follows:

I) Perform proof test incorporating the required number and type of detachable links and held 15 second without developing any rupture or surface crack.

• The proof load shall be in accordance with table No. I of reference (f).

2) After completion of the proof test, perform visual testing (VT) for dimensional conformance.

3) After completion of VT, perform penetrant testing (PT) in accordance with T9074-AS-GIB

O 10/271 . Acceptance standard in accordance with MIL-STD-2035A, class 3 shall apply.

• Since the chain stopper assembly is non-magnetic, it is acceptable to perform PT instead of magnetic particle testing (MT).

7. MATERIALS:

a. Split key, Refer to PC NR 9 ofreference (d)

b. Locking plate, Refer to PC NR I 9 in Ref (f)

c. Ring, Refer to PC NR 13 in Ref (f)

d. Eyebolt, LH, Refer to PC NR 18 in Ref (f)

e. Link, Detachable, High Strength, 1-1/4" size in accordance with Ref (i), K-Monel per Item 10 in
