FY25 YRB-30 IMAV (MAY – SEP, 2025)
INTERMEDIATE MAINTENANCE AVAILABILITY
1. PURPOSE:
1.1 This Statement of Work (SOW) defines the efforts required to accomplish the FY25 Intermediate Maintenance
Availability (IMAV) of Commander, Pacific Fleet Berthing and Messing Barge YRB-30. This work shall be accomplished while the YRB-30 is located at Ship Repair Facility – Japan Regional Maintenance Center (SRF-
JRMC). The location of YRB-30 may change periodically, but always be within the confines of SRF-JRMC Yokosuka.
1.2 The YRB-30 is a United States Pacific Fleet (PACFLT) owned service craft normally based at Commander, U.S.
Fleet Activities, Yokosuka Japan (CFAY). It is an unmanned vessel designed to provide temporary working and living accommodations for warship crews displaced from their ship during overhaul periods which renders their ship uninhabitable. The barge has no engineering plant, weapons systems, or electrical generation capability.
It is totally dependent on pier supplied services while moored, and on powered vessels for movement from location to location.
1.3 In lieu of a ship’s crew, a group called the Barge Maintenance Team (BMT) is employed by PACFLT. The BMT is contracted to operate the barge equipment, attend the needs of tenant warship crews, and perform routine preventive and minor corrective maintenance. For heavy industrial maintenance beyond the BMT’s capability, PACFLT contracts the work to other agencies with more capability. During these periods of industrial maintenance, the BMT acts as warship’s force normally would on their ship, with the ability and authority to provide tag out-lockout isolation, hot work authorization, and witness post maintenance systems operational testing.
1.4 The PACFLT Japan Regional Berthing and Messing Program Manager is the U.S. Government employee charged with ensuring that the Berthing and Messing Program – including the barges – are maintained and operated in accordance with PACFLT instructions.
1.4.1 Throughout this SOW, this person shall be referred to as the Government PM.
1.5 The barge shall be located at a place to be determined by the Port Operations Officer, at SRF-JRMC. Period of
Performance (POP) May 15, 2025 to September 30, 2025. All major production work shall be completed by
September 15th, 2025 in order to facilitate Space Closeout Inspections with Government PM.
1.6 Routine visits to the barge by BMT members and the Program Manager or the designated representatives will be conducted on a not-to-interfere with production basis during this period. Arrangements will be made for contractor representatives to be able to contact the Program Manager and/or BMT representatives when required.
1.7 Utilize Attachments 2.1 through 2.5 for General Arrangements and layouts of the Barge. These are provided as reference, there have been many modifications to the current layout thus Contract shall not assume all spaces and measurements are exact. Contract will have access to Barge to Ship Check prior to award to verify requirements of this SOW and References.
