About this file
This is a Questions and Answers document for solicitation N6264925QH006 for a Director of Protestant Religious Education position at NBG Chapel. The document clarifies several key aspects of the contract requirements.
The Q&A establishes that off-base travel expenses should not be included as ODCs since such travel would be rare. Housing must be arranged off-base by the vendor. Two background checks are required before work can begin: a Defense Biometric Identification System check (72 hours) and a Common Access Card check (2 weeks) for computer access. A government computer will be provided but access setup takes several weeks. The contract is new but based on a prior contract with no current incumbent, as the previous contractor departed. Each hour is counted as one unit for quantity purposes in the pricing structure.

Question: The solicitation acknowledges possible off-base travel. Should we include estimated expenses for this travel? Should we list it as an ODC (Other Direct Charges) CLIN?
Answer: No. Potential off-base travel would be on a very rare occasion (if ever). The Chapel staff would notify the contractor of when/where a potential joint service location would be. Otherwise, all services are conducted on-site at NBG Chapel.
Question: Is it your expectation that housing will be off-base and arranged by the vendor?
Answer: Yes
Question: Please confirm that the contractor cannot begin work until a thorough background check is completed. Also, can you provide an estimate on how long the typical background check process takes?
Answer: Correct. The contractor cannot begin work until a background is complete. The background check will be done by the Defense Biometric Identification System and it usually takes around 72 hours to complete. However, there is a separate background check that takes place for Common Access Cards which usually takes about 2 weeks. CAC cards are necessary to access government computers.
Question: Will the computer and software be provided or should the contractor bring their own?
Answer: A government computer will be provided, but it takes several weeks (as previously noted) to fully gain access.
Question: Common question, is there an incumbent in place?
Answer: No
Question: Under Qty. Is each hour considered a unit?
Answer: Yes. Each hour = 1 unit in this case.
Question: Is this a new contract or is there current contract information.
Answer: Yes. This is a new contract, but it is based on a prior contract – current contractor departed.
