AMENDMENT 02: The purpose of this amendment is to answer the following questions/comments. As a result the essential characteristics have been revised. Closing date and time has been revised to 26 Aug 2020 at 2:00PM EST.
1. Existing duct size?
Response: The duct size is 14 inches in diameter connecting to the dust collector.
2. Application?
Response: Optical fabrication. Collects fine dust and lens particles from the edging/cutting of optical lenses.
3. Material to pick up?
Response: Plastic and polycarbonate lens material.
4. Voltage 460V-3-60?
Response: The current dust collector is on a 460V, 3 Ph, 30A circuit.
5. Hrs of operation?
Response: The dust collector would operate 10-12 hours per day, Monday – Friday.
6. Kst, explosivity test? Report? Has been done or not?
Response: No test has been done but there is no concern that the dust is explosive or flammable. The dust collector sits outside the facility.
7. Humidty and temperature of polluted air?
Response: The polluted air is approximately 70-72 degrees since the lens edging machines sit in an air conditioned space. The humidity averages around 50 -55%.
8. Exterior or interior installation? If interior….any physical limitations? Height?
Response: Exterior installation only. There is no height restriction.
9. Do you have a picture or drawing of the existing ACT dust collector for possible understanding of what it entails dismantling and installation of new one for mfr field guy out in VA.?
Response: No picture or drawing is available.
AMENDMENT 01: The purpose of this amendment is to answer the following questions/comments. As a result the essential characteristics have been revised. Closing date and time remain the same.
1. What are the CFM and static pressure of the fan?
Response: The CFM is 5800. See revised Essential Characteristics below. Static pressure requires 10 inches of water column. Existing blower will meet this requirement.
2. Is there a physical size you would like to have met?
Response: Physical size is not relevant. It will sit outside the facility. There is ample room for it. The cement pad where it will sit measures 8 X 16 feet.
3. What are the air flow requirements? Please provide, or let me know if this is not required and is taken care of by using the existing blower.
Response: Air flow will be taken care of by the existing blower.
4. The specs don’t exactly make sense. Bullet point (10) calls out for 42” clearance for slide gate & 55-gallon drum is fine. However, bullet point (8) calls out for “Auxiliary Equipment” and bullet point (12) calls for hopper access panel for (Airlock). See revised Essential Characteristics below.
Response: Auxiliary equipment (airlock) and the hopper access panel is not required as the dust is not combustible.
5. What type of airlock or auxiliary equipment & its size would be going underneath the hopper gate underneath?
Response: The only thing going under the hopper is the 55 gallon drum. The 42” hopper discharge clearance listed in the solicitation is correct. There needs to be a slide gate that opens and closes when changing out the 55 gallon drum. This allows the dust collector to keep running.
6. What are the type and number and length of bags?
Response: A minimum of 48 filter bags with a length of 8 feet and a four inch diameter is required. A minimum of a 3-year guarantee on filters is required. See revised Essential Characteristics below.
7. Ladder platform is likely required.
Response: A ladder platform is not required.
8. No controls listed?
Response: The government will reuse the existing control panel for the baghouse dust collector.
9. Need to know the design airflow & type of dust so we can properly size the dust collector?
Response: The CFM of 5800 will meet the requirements. The type of dust includes various size lens chips and fine particulate dust.

CONTRACTOR SUPPORT
Notice: Navy Use of Support Contractor For Contract Closeout Functions
Naval Medical Logistics Command (NMLC) uses two private contractors in support of the contract closeout process. Those companies are Contracting Resources Group (CRG) of Federal Hill, MD, doing business under the authority of the Small Business Administration’s 8(a) program and the Ability One Program, doing business under the authority of the Javits-Wagner O’Day Act (41 U.S.C. § 47).
The contract closeout process includes activities such as processing deobligation modifications, obtaining contractor and requiring activity concurrence, preparing the DD-Form 1594 (Contract Completion Statement), and preparing closed files for archiving. Support contractors may perform additional administrative duties, including filing and processing simple administrative modifications. Performing these functions require the contractor employees to have access to the contract file. Therefore, information you provide to the Government or information already in the possession of the Government may be viewed by these support contractors in the course of performing contract close-out functions. The information that may be made available to the contractor may include pricing and technical proposals and performance information.
NMLC has signed Non-Disclosure Agreements with each support contractor employee and has required both contractors to provide a Conflict of interest Mitigation Plan to ensure these employees are firewalled from all business development activity.
By signature of the resultant order, the offeror and its subcontractors consent to access of their business sensitive/confidential or proprietary data by the Government’s support contractor personnel in order to perform close out services.

(1) [ ___ ] Are, [ ___ ] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(2) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(4) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.
(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
