Vendor questions submitted in response to AMP and Meth solicitation - N62645-19-Q-0002 and Government responses:

1. The SAM Attachment is also included on the Combined Synopsis Solicitation – Page 48 – 49 – Does the DOD have a preference which form is filled out?

Response: The offeror must be registered in System for Award Management (SAM) and Attached 2: SAM Record, within the solicitation must be completed. Please reference section 4.12 of Addendum to 52.212-1.

1. Will the DOD provide an update if AMRDEC is not available at the time of proposal submission?

Response: No. However, please see response to Question #3 below concerning proposal submission.

1. If AMRDEC is available for proposal submission (1/14/2019) can the proposal be submitted to Lindsay Burdette? I did not get a response that a solicitation was picked up using AMRDEC usn.detrick.navmedlogcomftdmd.mbx.doddrugtestingprogramnmlc@mail.mil < Caution-mailto:usn.detrick.navmedlogcomftdmd.mbx.doddrugtestingprogramnmlc@mail.mil > > email, I did however receive notification that Lindsay has picked something up.

Response: If AMRDEC is not available at the time of proposal submission, send entire proposal to usn.detrick.navmedlogcomftdmd.mbx.doddrugtestingprogramnmlc@mail.mil (refer to section 5 File Submission under Addendum to 52.212-1). Someone from NMLC will acknowledge receipt.

1. Evaluation Factor C: Previously confirmed and archived DAMP and DMETH positive specimens that are authorized for disposal shall be re-confirmed as positive (DAMP and DMETH above 100 ng/mL, individually or in combination) and analyzed by immunoassay. At least 20, but no more than 100, positive specimens shall be analyzed with water blanks between each specimen. Is the 100 ng/mL a typo? 100 ng/mL is less than the 500 ng/mL cutoff?

Response: The solicitation is correct as stated. The solicitation states the samples will be reconfirmed positive above 100 ng/mL, per the table of cutoff concentrations in the statement of work, it can be seen that the screening cutoff for AMP/METH is 500 ng/mL, but the confirmation cutoff is 100 ng/mL.
