JUSTIFICATION AND APPROVAL
OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the agency and the contracting activity, and specific identification of the document as a
“Justification for other than full and open competition.”
This justification is executed by the Naval Medical Logistics Command (NMLC), Fort Detrick, MD, on behalf of the Navy to meet Naval Ophthalmic Support and Training Activity (NOSTRA) requirements.
2. Nature and/or description of the action being approved.
The proposed action is for three (3) soft polishing units for NOSTRA. The Government intends on awarding a Firm, Fixed-Price (FFP) contract. The proposed source is Satisloh North America, Inc. of N106 W13131 Bradley Way
Suite 200, Germantown, WI 53022.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The Naval Medical Logistics Command has a requirement for three (3) soft polishing units for Naval Ophthalmic
Support and Training Activity (NOSTRA). The units shall be fully-automated lens polishing systems that use soft foam tools with disposable hard base caps to polish all lens formats, including organic lens materials with concave, spherical, toric, and free-form generated surfaces. The organic lens materials include CR39, Polycarbonate, Trivex, and Hi-Index lenses. The units shall work on lenses with a minimum base curve range of 0-14 diopters, cylinders ranging from 0-6 diopters, and lens diameters ranging from 55mm – 85 mm. Each unit shall have a minimum workload of 100 lenses per hour. Each unit shall include an automated loader conveyor belt to carry trays and load them into the machine. The automated loader conveyor belt shall be capable of directly interfacing with the existing
Satisloh conveyor belt equipment, Model 02063361, in the assembly line of the laboratory. The units shall include an automated lens wash and dry cycle, as well as an automated machine cleaning cycle. The units shall include self-contained polishing chambers. The maximum dimensions per unit shall be 79” x 69” x 85” (HxWxD). The units shall be compatible with the Lab Management Software (LMS) VisionStar. The units shall be capable of integrating with the current water, air, and power supply connections of the NOSTRA optical lens fabrication factory. The power requirement is 208 V, 60 Hz.
Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, such that OEM warranty and service are provided and maintained by the OEM.
All software licensing, warranty, and service associated with the equipment shall be in accordance with the OEM terms and conditions. The equipment shall be installed in compliance with OSHA requirements.
Upon delivery, the vendor shall be responsible for uncrating the equipment, transporting it through the facility to the location of intended use for installation, and removing all trash created in this process. If interim storage is required, the vendor shall make arrangements for the storage.
4. An identification of the statutory authority permitting other than full and open competition.
The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and FAR 13.501(a), Sole Source (including brand name) Acquisitions.
5. A Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
Only Satisloh is capable of providing soft polishing units with a conveyor belt/automatic loader that is capable of interfacing with the existing Satisloh conveyor belt equipment in the assembly line of the laboratory at NOSTRA.
Satisloh is the only vendor that can provide soft polishing units capable of polishing up to three different lenses simultaneously. The Satisloh soft polishing units each include two (2) automated washing/drying stations and an automated machine cleaning cycle to fully automate the process and maximize job throughput. The Satisloh soft polishing units are capable of integrating with the current power, water, and air supply connections of the NOSTRA

Form 02.4G.AB 18 Apr 2016 optical lens fabrication factory. Given the information above, Satisloh is the only vendor capable of providing soft polishing units meeting the minimum requirements of the Government.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
Market research was performed, the results of which are in paragraph 8. This requirement will be posted to
FedBizOpps in accordance with FAR 5.202.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer shall determine the anticipated cost to the Government of the equipment covered by this
Justification and Approval will be fair and reasonable by conducting a price analysis before an award is made. In addition, the Government anticipates that the negotiated contract price will reflect a discount from the vendor’s commercial price list and will be determined fair and reasonable.
8. A description of the market research conducted (see Part 10) and the results, or a statement of the reason market survey was not conducted.
Market research was conducted in July 2018. It included a search of the Internet using Google, GSA Advantage, and the ECRI Sourcebook. Vendors that can provide soft polishing units include Coburn Technologies, Inc. (Coburn), OptiPro Systems, LLC (OptiPro), OptoTech Technologies, Inc. (OptoTech), Satisloh North America, Inc. (Satisloh), and Schneider Optical Machines (Schneider). OptoTech can only provide soft polishing units that polish lenses with base curves of 0-10 dpt and cylinders of 0-6 dpt. OptiPro soft polishing units require manual lens loading and do not include automatic lens washing/drying. Coburn can only provide soft polishing units that have a minimum workload of 60 lenses per hour and the units require manual lens loading, Coburn also cannot provide lens polishing units that include automatic lens washing/drying. Although Schneider can include an automatic loader conveyor belt, they cannot provide soft polishing units that include an automatic loader conveyor that is compatible with the installed
Satisloh conveyor belt. The Schneider automatic loader conveyor would require the replacement of the installed
Satisloh conveyor belt system that was purchased in 2016. Schneider also cannot provide units capable of automatic lens drying. Therefore, Optotech, OptiPro, Coburn, and Schneider cannot meet the minimum requirements.
The Satisloh soft polishing units are capable of integrating with the current power, water, and air supply connections of the NOSTRA optical lens fabrication factory. Given the information above, Satisloh is the only vendor capable of providing soft polishing units meeting the minimum requirements of the Government.
9. Any other facts supporting the use of other than full and open competition.
None.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
To date, no other sources have written to express an interest. Any sources expressing interest in response to the synopsis will receive consideration.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
Future requirements will be synopsized in accordance with FAR 5.203.
