NAVAL MEDICAL RESEARCH UNIT SAN ANTONIO

STATEMENT OF WORK

1. TITLE. Ultra-performance Liquid Chromatography and Quadrupole Time-of-Flight Mass Spectrometer Systems

2. GENERAL. The contract requested is for the acquisition of an advanced liquid chromatography system and mass spectrometer with highly sensitive protein and peptide detection technology to complete several currently funded research projects for detecting, identifying, and quantifying known and unknown proteins, monoclonal antibody-based drugs, small peptides and other compounds in biological and environmental samples.

3. OBJECTIVE. Naval Medical Research Unit San Antonio (NAMRU-SA) requires, via this SOW, a vendor to provide an Ultra-performance Liquid Chromatography/Quadrupole Time of Flight Mass Spectrometer system capable of identifying, quantifying and confirming the broadest range of compounds in complex and challenging samples, including serum, plasma, saliva, cell culture media, and environmental wastewater. The system must include the following:

1) Ultra-performance liquid chromatography (UPLC) system must include:

· 75 micrometer, 300 micrometer, and 1 millimeter UPLC columns

· All standards and solvents for initial setup, calibration, and optimization

2) The Quadrupole Time-of-Flight Masss Spectrometer must include:

· Nanoflow electrospray capability

· Low flow electrospray ionization probe

· Oil-less vacuum pump

· Nitrogen generator

3) Computer hardware and software must include

· Hardware workstation with monitor(s)

· Proteomics

· Metabolomics

· Biopharmaceutical process

· All databases and applications must be accessible and functional without an internet connection. Downloads to update database(s) and software must be available via hard digital media or downloadable on another separate workstation, saved to media, and transferred to the LC-MS workstation without an internet connection.

· Any Bluetooth capabilities must be able to be disabled. Bluetooth access must not be required for complete access and functionality of all applications and databases.

4. SPECIFIC TASKS. The following tasks shall be performed with or independent of Government supervision, direction, or control:

Task 1:

Shipment of the UPLC and Q-TOF Mass Spectrometer

· UPLC and Q-TOF mass spectrometer, as well as all required accessories (vacuum pump, UPLC columns, standards and solvents, nitrogen generator, power supply, etc.), including computer hardware and software, will be delivered to Naval Medical Research Unit San Antonio, 3400 Rawley E. Chambers, Bldg 3611, JBSA Fort Sam Houston, TX 78234 within 90 days of the contract award. Upon delivery, vendor must facilitate the installation of the equipment, initial set-up, and onsite training for NAMRU-SA scientists and personnel who will be assigned to operate the equipment.

Task 2: Invoicing

· The invoice shall be submitted through Wide Area Work Flow (WAWF) / Invoicing, Receipt, Acceptance and Property Transfer (IRAPT). The submission shall include a PDF copy of the invoice uploaded into the miscellaneous tab.

5. REPORTING REQUIREMENTS. N/A

6. Qualification Requirements. The vendor selected for this contract, must have expertise in mass spectrometry to facilitate customer queries and support, as well as provide specifications of the equipment that match the requirement within their proposal.
