This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N6264518R0011. The solicitation is issued as a request for proposals (RFP). Provisions and clauses in effect through Federal Acquisition Circular 2005-95 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/ and http://farsite.hill.af.mil/. The NAICS code is 334516. The requirement will be fulfilled via a brand name only acquisition.
This RFP is on behalf of the Department of Defense (DoD) Drug Demand Reduction Program (DDRP).The requirement is for liquid handling instruments to prepare urine specimens for confirmatory analysis.
Proposal Submission
Proposals are due no later than 23 April 2018 02:00 PM Local Time. Proposals shall be submitted in accordance with the Addendum to 52.212-1 Instructions to Offerors.

2. Communication
a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the contractor's facility or in any other manner communicate with contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
(b) The contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
OTHER CONTRACTING REQUIREMENTS
The equipment must be in compliance with the requirements of this section for the warranty period. The Medical Device Risk Assessment (MDRA) Form shall be completed in accordance with Paragraph 2.2 of ADDENDUM TO 52.212-1.
Risk Management Framework (RMF) The contractor shall comply with RMF requirements, as specified by the Defense Health Agency (DHA) that meet appropriate DoD, DHA and Navy Cybersecurity requirements. The contractor shall initiate the process by providing the required documentation necessary to submit their system to the Authorizing Official (AO) for assessment and authorization (A&A) for all orders delivered against this contract. The requirements shall be met before the contractor's system is authorized to access DoD data or to interconnect with any DoD network or system that receives, processes, stores, displays or transmits DoD data. The contractor shall ensure the proper contractor support staff is available to participate in all phases of the RMF process. This includes, but is not limited to;
Attending and supporting RMF and A&A meetings with Navy and DHA cybersecurity representatives as required.
Support/conduct vulnerability mitigation to comply with cybersecurity controls listed in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53; Security and Privacy Controls for Federal Information Systems and Organizations and DHA Administrative Instruction 77. In order for a system to be authorized, there shall be zero Category 1 findings.
Support the A&A Team during system security testing.
Once the system has been authorized, the contractor shall maintain an acceptable security baseline consistent with the authorization granted by the AO throughout the life of the system. This includes ensuring that all vulnerabilities affecting the operating system, primary application, database and all third party software have validated and applied within 30 days.
Cybersecurity The vendor shall establish appropriate administrative and technical safeguards to protect any and all data, to ensure the confidentiality, integrity, and availability of Government data under their control. At a minimum, this shall include provisions for vendor personnel security and electronic security.
The proposed system shall be capable of supporting the use of Defense Information Systems Agency (DISA) approved antimalware applications. The Navy uses McAfee Host Based Security System (HBSS) as their solution. The vendor shall provide technical specifications that clearly demonstrate whether the proposed solution can integrate and support, either fully or partially the operation without performance degradation of the medical system/device. In cases where the operation of HBSS is not technically achievable, the vendor shall provide detailed justification and a Plan of Actions and Milestones (POA&M) describing steps towards compliance with this requirement.
The vendor must provide their Antivirus (AV) policy and a list of AV Exceptions (if applicable) to the NMLC prior to AV installation on the system/device. AV must be installed on all devices before they are placed on the Navy network.
Systems shall be configured in such a way to allow for the updating of malware definition signatures on a scheduled basis. Scanning shall encompass the entire system (file system, operating system, real-time processes), by default. In cases where scanning of the entire system may negatively affect its operation, the vendor shall provide a detailed list of exclusions with justifications.
Vulnerability Management Vulnerability mitigation strategies include security updates, service packs, and changes to operating procedures as physical and cyber vulnerabilities are detected. Operating systems, servers, development platforms and the application being delivered to the Navy shall be in compliance with all known applicable guidelines. The vendor shall agree to be proactive in working with the Navy to mitigate new threats as they emerge.
All vendor validated and approved patches, up to and including the date of install, must be loaded on the system prior to system go-live. Security scans will be run during government acceptance testing. All Category I (CAT I) findings must be remediated prior to government acceptance of the system. A CAT I vulnerability is any vulnerability, the exploitation of which will, directly and immediately result in loss of Confidentiality, Availability, or Integrity. There shall be no more than 10 Category II (CAT II) findings at the time of government acceptance. CAT II vulnerabilities are any vulnerability, the exploitation of which has a potential to result in loss of Confidentiality, Availability, or Integrity.
Domain Name System Realm/Directory Services Contractor will be required to provide technical evidence, if applicable, whether client/server topology based medical systems can integrate with Directory Services and support LDAP authentication.
Local Privileged and Administrative User/Local System Accounts Contractor shall create a single local user account with administrative/root level privileges for purposes of conducting system repairs and maintenance only. This account shall be separate and distinct from the built-in local administrative/root account provided by the Operating System and shall comply with DoD policy. All factors required to complete successful identification, authentication and authorization against the built-in local Administrative/Root level account shall be provided to the MTF Biomedical Engineering Department.
Complete administrative system rights shall be provided to the government System Administrator for the purpose of conducting device vulnerability scans as needed.
DHA Business to Business (B2B) Gateway. All contractor systems that will communicate with DON systems will interconnect through the established DHA Business to Business (B2B) gateway.
Contractors will connect to the B2B gateway via a contractor procured Internet Service Provider (ISP) connection and assume all responsibilities for establishing and maintaining their connectivity to the B2B gateway. This will include acquiring and maintaining the circuit to the B2B gateway and acquiring a Virtual Private Network (VPN) device compatible with the DHA VPN device. Maintenance and repair of contractor procured VPN equipment shall be the responsibility of the contractor.
Contractors shall configure their network to support access to government systems (e.g., configure ports and protocols for access).
Contractors shall provide full time connections to a TIER1 or TIER2 ISP. Dial-up ISP connections are not acceptable.
Contractors will comply with DoD guidance regarding allowable ports, protocols and risk mitigation strategies prior to accessing DoD/DHA networks. All contractors will be required to complete a DISA Form 2875, System Authorization Access Request form (SAAR) and submit it to the Navy PACS Office for processing. Contractor personnel will be required to complete applicable DoD cybersecurity training.
IPv6 The proposed system shall be Internet Protocol version 6 (IPv6) capable or the vendor shall provide a detailed project, migration or planning documentation to show when the proposed system shall be IPv6 capable.
Minimum IPv6 capabilities include:
· Conformant with the IPv6 standards profile contained in the DoD IT Standards Registry (DISR);
· Maintaining interoperability in heterogeneous environments with IPv4;
· Commitment to upgrade as the IPv6 standard evolves;
· Availability of vendor IPv6 technical support.
The contractor shall be able to demonstrate or provide documentation to prove that their product is IPv6 capable
Health Insurance Portability and Accountability Act (HIPAA) The contractor shall comply with the HIPAA Act of 1996 (Public Law 104-191) requirements, specifically the administrative simplification provision s of the law and the associated rules and regulations published by the Secretary, Health and Human Services (HHS). This includes the Standards for Electronic Transactions, the Standards for Privacy of Individually Identifiable Health Information and the Security Standards.

CONTRACTOR SUPPORT
Notice: Navy Use of Support Contractor For Contract Closeout Functions
Naval Medical Logistics Command (NMLC) uses two private contractors in support of the contract closeout process. Those companies are Contracting Resources Group (CRG) of Federal Hill, MD, doing business under the authority of the Small Business Administration’s 8(a) program and the Ability One Program, doing business under the authority of the Javits-Wagner O’Day Act (41 U.S.C. § 47).
The contract closeout process includes activities such as processing deobligation modifications, obtaining contractor and requiring activity concurrence, preparing the DD-Form 1594 (Contract Completion Statement), and preparing closed files for archiving. Support contractors may perform additional administrative duties, including filing and processing simple administrative modifications. Performing these functions require the contractor employees to have access to the contract file. Therefore, information you provide to the Government or information already in the possession of the Government may be viewed by these support contractors in the course of performing contract close-out functions. The information that may be made available to the contractor may include pricing and technical proposals and performance information.
NMLC has signed Non-Disclosure Agreements with each support contractor employee and has required both contractors to provide a Conflict of interest Mitigation Plan to ensure these employees are firewalled from all business development activity.
By submission of a proposal in response to the solicitation, the awardee and its subcontractors consent to access of their business sensitive/confidential or proprietary data by the Government’s support contractor personnel in order to perform close out services.

ESSENTIAL CHARACTERISTICS
ESSENTIAL CHARACTERISTICS
LABORATORY AUTOMATION SYSTEM
The requirement is for a total of six (6) specimen preparation systems. Four (4) systems with specimen preparation and liquid verification capabilities are required; one (1) system for each of the following four locations: Navy Drug Screening Laboratory Great Lakes, IL, Air Force Drug Testing Laboratory Lackland, TX, Army Drug Testing laboratory, Ft. Meade, MD, and the Armed Forces Medical Examiners System Dover, DE. Additionally, two (2) systems with only the specimen preparation capability (no liquid verification capabilities) are required for Navy Drug Screening Laboratory Great Lakes, IL. The requirement includes operator training for all sites.
The request includes the option to procure two (2) additional systems. One option is for a system with specimen preparation and liquid verification capabilities for the Army Drug Testing laboratory, Tripler, HI. The other option is for a system with only the specimen preparation capability (no liquid verification capability) for the Navy Drug Screening Laboratory Jacksonville, FL. The options also would include operator training for each site.
The systems shall be capable of pipetting urine specimens from test tubes and performing all specimen manipulation steps to execute an extraction including delivery of reagents, plate incubation/shaking/centrifugation/sealing and producing a final extract in either a 96-well plate or individual specimen vials. The system shall include a barcode reader to ensure positive specimen identification and tracking. The system shall interface with the laboratory information management system (LIMS), laboratory IT infrastructure, and utilize custom reports. The system shall augment the automated extraction capability of the DDRP laboratories with the same model, layout, software, and hardware of the existing installed base of Hamilton Robotics STAR systems in the DDRP laboratories.
Essential Characteristics: Minimum Requirements The system shall be capable of specimen preparation from test tubes, through extraction, to a 96 well plate or to Automatic Liquid Sample (ALS) vials.
1) System Configuration
a. Four systems shall have two components: specimen preparation and liquid verification. These components shall be compatible.
b. Two systems shall have one component: specimen preparation.
c. One option system shall have two components: specimen preparation and liquid verification. These components shall be compatible.
d. One option system shall have one component: specimen preparation.
2) Specimen Preparation for Solid Phase Extraction (SPE) Requirements
1. The system shall be compatible with test tubes, 96-well plates, and other specimen container formats required by other elements of the system.
2. Stage / hold batches of at least 96 specimens for subsequent preparation.
3. Transfer volumes of urine and other solutions (aqueous and organic), and perform manipulations required to prepare the specimen for subsequent LCMSMS analysis.
4. Prepare / extract specimens for LCMSMS analysis of common drugs of abuse and prescription drugs and metabolites including at least tetrahydrocannabinol, benzoylecgonine, amphetamines, benzodiazepines, opioids, and 6-acetyl morphine.
5. Utilize 8-channels to facilitate the delivery of liquids.
6. Provide positive specimen identification and traceability for all specimen transfer steps, from test tubes to delivery into the receiver plate wells or vials.
7. Perform specimen preparation steps without operator intervention after test tubes and any required consumables are loaded onto the system.
8. Centrifuge, incubate (up to 60 degrees Celsius), shake, and seal 96-well plates.
9. Dilute urine specimens by up to 50 fold.
10. Pipetting precision must have a coefficient of variation (CV) less than 5% for the lowest volume.
11. Accommodate a variety of buffers, wash solutions, and receiver vessels.
12. Use new sampling/transfer tips for each specimen or washing reusable tips to control carryover.
3) Liquid Verification Requirements
a. The liquid verification capability shall include both the hardware and software necessary to verify the pipetting precision and accuracy of the system.
b. Use gravimetric based analysis of pipetting performance.
c. Verify pipetting accuracy of a single probe, 8-channel probe, or 96-well probe, as applicable.
d. Generate a report of the verification results, including precision and accuracy results.
4) Data Acquisition and Processing Requirements for ALL systems
1. The system shall include the computer, software, and all necessary licensing to operate all system components.
2. The software shall be capable of generating system diagnostic reports that include traceability mapping and other sampling faults.
3. The system shall be capable of generating mapping files to associate initial test tube identity to 96-well plate positions or vial positions.
4. The system shall allow for reading of existing 11 character specimen barcodes of the formats 3 of 9 and Code 128 from the 16 x 100 test tubes.
5. The system shall allow for barcode read failures to be corrected, if misread or failed to read.
5) Additional Requirements for ALL systems
1. The system shall include an uninterruptible power supply (UPS) with a backup battery that is compatible with all system components and is capable of conditioning the power to the system.
2. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the Original Equipment Manager (OEM) terms and conditions.
3. The power requirement is 120-240V, 60Hz.
4. The system shall be installed in compliance with Occupational Health and Safety Administration (OSHA) requirements.
5. The Contractor shall provide information on the range over which the Specimen Preparation system is capable of preparing specimens. For example, in the case of liquid phase specimen preparation, the Contractor shall provide the range of dilution factors.
6. The system shall be within manufacturer(s) service life (i.e., repair parts, maintenance, etc.) for a minimum of 5 years from the date of installation.
7. All components of the system shall be distributed and serviced by one vendor to ensure component compatibility.
6) Training Requirements
1. The Contractor shall provide operator training at each Department of Defense (DoD) laboratory site in association with system installation for the number of required individuals per lab (no more than five (5) individuals from each lab). After training, personnel shall be capable of carrying out normal system operation. This training should include the transfer of existing methods.
7) The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States.
8) Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
9) Upon delivery, the vendor shall be responsible for uncrating the unit/system and transporting it through the facility to the location of intended use for installation. If interim storage is required, the vendor shall make arrangements for the storage.
10) Certification and Accreditation (C&A) Requirements for Information Assurance (IA):
1. The system, including all contractor and subcontractor-provided hardware and software, shall undergo Information Assurance (IA) Certification and Accreditation (C&A) for each laboratory; adherence to the attached guidelines will assist successful IA C&A. The system shall successfully receive Authority to Operate (ATO) certification for each laboratory by either the Army, Navy, or Air Force (dependent on the network on which each laboratory’s system resides) and, if required, successfully receive Authority to Connect (ATC) certification. If the C&A process identifies issues which would lead to denial of ATO, contractor shall remedy the issues to the satisfaction of the government within six (6) months of notification. If the C&A process identifies issues which would lead to denial of Interim Authority to Operate (IATO), contractor shall remedy the issues to the satisfaction of the government within six (6) months of notification. The vendor shall meet with the government to provide a plan to address the issues identified. The vendor shall provide a monthly status report on the progress addressing the issues.
2. The Contractor shall comply with Information Assurance guidelines as stated in the attached “Other Contracting Requirements”. The Contractor shall submit the enclosed C&A Questionnaire with the Blue Section completely filled out.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the lowest price technically acceptable offeror. The following factors shall be used to evaluate offers:
Volume 1
1. Conformance to Essential Characteristics: Minimum Requirements
2. Small Business Participation Plan
3. Completed Medical Device Risk Assessment (MDRA) Form Volume 2
1. Price
VOLUME I
Volume I must include sufficiently detailed information to enable evaluation based on the two (2) factors listed below in order of decreasing priority:
1. Conformance to Essential Characteristics: Minimum Requirements – Evaluation shall include the ability to meet the Essential Characteristics: Minimum Requirements. Offerors not meeting all requirements will not be further considered for award unless there are no other technically acceptable offerors. This will be rated either Pass or Fail.
2. Small Business Participation Plan – All offerors will be evaluated on the level of small business commitment that they are demonstrating for the proposed acquisition, and their level of commitment to utilizing small businesses in performance of prior contracts. The small business participation plan factor will be evaluated on an “Acceptable (Pass)” or “Unacceptable (Fail)” basis and one of these ratings will be assigned accordingly. The following shall evidence small business participation:
a. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;
b. The extent of commitment to use such firms (enforceable commitments will be weighted more heavily than non-enforceable ones);
c. The complexity and variety of the work small firms are to perform;
d. The realism of the proposal;
e. Past performance of the offeror in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and, for all large business offerors, FAR 52.219-9, Small Business Subcontracting Plan;
f. The extent of participation of such firms in terms of the value of the total acquisition;
g. The extent to which the offeror provides detailed explanations/documentation supporting the proposed participation percentages, or lack thereof.
The Department of Defense (DOD) has established small business goals as an assistance to assure small business receives a fair proportion of DOD awards. The goals for this procurement are as follows:
Small Business :{36.7%} of the total *contract value;
Small Disadvantaged Business: {5.0%} of the total contract value;
Woman-Owned Small Business: {5.0%} of the total contract value;
Historically Underutilized Business Zone (HUBZone) Small Business: {3.0%} of the total contract value;
Service Disabled Veteran Owned Small Business: {3.0 %} of the total contract value.
(Note, for example, that a participation plan that reflects {4.0%} of the contract value for Woman-Owned Small Business would also count towards the overall Small Business Goal).
*The Government recognizes that these goals are stated as a percentage of the total contract value for the small business participation plan; whereas, the goals included in the subcontracting plan (FAR Clause 52.219-9) are stated in terms of a percentage of total subcontract dollars.
3. Evaluation shall include the ability to meet the Other Contracting Requirements during the warranty period: Offerors not meeting all requirements will not be further considered for award unless there are no other technically acceptable offerors. This will be rated either Pass or Fail.
VOLUME 2
Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404. Through these techniques the Government will determine whether prices are reasonable.
The proposal will be evaluated for completeness. Completeness is the offeror’s proposal being submitted in accordance with instructions in the solicitation, specifically the Addendum to 52.212-1 Instructions to Offerors, Volume 2 Instructions in its entirety.

ADDENDUM TO 52.212-1
In addition to the guidance included in FAR Provision 52.212-1 entitled “Instructions to Offerors – Commercial Items,” the following are applicable for the preparation and submission of proposals.
Proposal Content and Instructions for Preparation of Proposals.
1. Instructions for preparation of proposals. This section specifies the format and content that offerors shall use in this Request for Proposal (RFP). The intent is not to restrict the offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes. Offerors must submit a proposal that is legible and comprehensive enough to provide the basis for a sound evaluation by the Government. Information provided should be precise, factual, and complete. Legibility, clarity, completeness, and responsiveness are of the utmost importance. Proposals shall be in the form prescribed by, and shall contain a response to, each of the areas identified in the Addendum to 52.212-1. Any proposal that does not provide, as a minimum, that which is required in this solicitation may be determined to be substantially incomplete and not warrant any further consideration. The Government shall award a contract to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered.
1.1. The proposal shall be submitted in two volumes:
| • | Volume 1- Technical, Small Business Subcontracting Plan and completed MDRA Form. |
| • | Volume 2 – Price (Completeness and Reasonableness) including the complete RFP package. |
Two separate and complete volumes (listed above) shall be submitted by the closing date specified in this solicitation. If any one proposal volume is received past the stated closing date specified in this solicitation, the entire proposal will be considered late. No further consideration will be given to any offeror who submits any of these volumes late in accordance with FAR 52.212-1(f).
2. Volume 1: Technical, Small Business Subcontracting Plan and completed MDRA Form:
This volume shall not include pricing information.
2.1. Technical Approach Proposals shall not include any pricing information. The offeror shall submit product information and literature sufficient for the Government to determine that the proposed product meets all of the required Essential Characteristics as listed in the RFP.
2.2 Small Business Subcontracting Plan-If your organization is considered other than a small business concern under the applicable NAICS Code and the value of this requirement exceeds $700,000.00 and subcontracting opportunities are possible, a Small Business Subcontracting Plan shall be provided as a separate section of your organization’s proposal. The plan shall be in accordance with the requirements of Alternate II (Oct 2014) of FAR Clause 52.219-9 entitled “Small Business Subcontracting Plan (Deviation 2013-O0014) (Oct 2014)” and DFARS Clause 252.219-7003 entitled “Small Business Subcontracting Plan (DoD Contracts)(Deviation 2013-O0014) (Oct 2014).”
The Contracting officer will review the subcontracting plan for acceptability. If an offeror fails to negotiate a subcontracting plan acceptable to the Contracting Officer within the time limit prescribed by the Contracting Officer, the offeror will be ineligible for award.
If no subcontracting opportunities are possible, the offeror will document and support this fact.
2.3 The MDRA form shall be completed in its entirety and shall demonstrate the offerors ability to meet the requirements outlined in Other Contracting Requirements for the entirety of the warranty period.
3. Volume 2: Price. In accordance with file submission requirements given in this section, the offeror shall submit the following:
3.1. Offeror shall propose the price for ALL CLINs, including a unit price for each CLIN, a total price for each CLIN, and a total price for the ALL CLINs. No additional pricing will be evaluated.
3.2. Offerors shall provide the Federal Supply Schedule number, if the equipment is on FSS or state that the equipment is Open Market.
3.3. Estimated Delivery Date After Date of Order (ADO):

4. Proposal Submission.
All proposals submitted in response to this solicitation shall be submitted electronically via the AMRDEC SAFE website no later than the proposal due date for this RFQ.
b. The proposal due date is 2:00 PM Local Time on 23 April 2018.
c. No paper copies or electronic copies submitted outside of the SAFE website (i.e., emailed directly to the NMLC POC or other NMLC email inbox) will be accepted.
d. Submitting your proposal:
The AMRDEC SAFE application is used to send large files to individuals which would normally be too large to send via email. There are no user accounts for SAFE - authentication is handled via email and Common Access Card (CAC). The application is available for use by offerors.
The AMRDEC SAFE application can be accessed via https://safe.amrdec.army.mil/safe.
Offerors shall proceed as “Non- CAC Users” under all circumstances.
