ANSWERS TO QUESTIONS
1. Page 8 states: 52.212-1 (Dev) INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (DEVIATION 2018-O0013) (AUG 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449).
Question: Was form SF1449 to be included as a cover sheet with the solicitation or is it to be completed by the offeror, with the information on page 1 of the solicitation?
Answer: This requirement is using FAR 12.603, Streamlined Solicitation for Commercial Items, which states that when using the combined synopsis/solicitation, the SF 1449 is not used for issuing the solicitation. As a result, the SF 1449 was removed and a combined synopsis was included. The offeror does not fill out the SF 1449. The information on the SF1449 has been summarized onto page 1 of the solicitation.
2. On page 12, Evaluation Factor B: Reagent Preparation and Calibration Information, states that the “package insert” must contain the information in the list of items #1-7.
Question: Is it acceptable for all information to be provided in a document other than the package insert? Calibration and Parameter settings (5) are often contained in a separate Application Sheet, for the use of the reagents on a specific model analyzer, such as the Beckman AU5800.
Answer: Yes
