The required response date/time has changed from 17-Aug-2018 02:00 PM to 22-Aug-2018 05:00 PM EST.

AMENDMENT 0002:

The purpose of Amendment 0002 is to provide responses to questions received from potential offerors. The proposal due date has been extended.

Questions:

A. What current subsidy/payments are you paying for trips or special transports?

No subsidy is included. Please refer to Contract Line Item Numbers(CLINs).

B. Because a critical neonatal transport requires high-level providers, will Contractor or Portsmouth VA Naval Medical Center be responsible for providing the high-level crew required (above the scope of a Paramedic)? ---

NMCP does not provide the high-level crew. Contractor will be required to provide the crew (RN or RN-Paramedic, not Paramedic-Paramedic nor Paramedic-EMT services)

C. Is Contractor expected to provide a transport-capable incubator?

Yes

D. Will you please provide past volume reports (either 2017 or year-to-date 2018)?

Between 70 and 100 per year.

E. Regarding historical volume, how many transports required specialized neonatal teams with high-level crew members?

See D. and B.

F. Is Tri-Care is the primary payer for Portsmouth VA facility transports?

Yes

G. Section 12 - Base Access and Credentialing - why is this new language now being added for pediatric ambulance services? Is this to have access to NMCP, or is it a fee for credentialing? When did this go into effect? If this is a requirement, how much does it cost? A range from $25 to $250 does not make sense.

This is new language, Naval Medical Center Portsmouth (NMCP) now requires vendors to pay VendorMate a fee ranging from $24 to $250 to gain access to NMCP facilities per NAVMEDCENPTSVAINST 6710.22B. To determine the exact amount of the VendorMate fee, vendors must directly contract VendorMate at ghx.com/customer-care.

CLIN 0002 is added to RFQ N62645-18-Q-0020 for VendorMate related costs.

H. The RFQ due date is 1pm on August 10. I am requesting a week extension if possible.

Yes. The RFQ will be extended.
