The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (in accordance with FAR Part 13.501(a)). The proposed source is the MEISystem located at 959 AEC Drive, Wood Dale, IL 60191. The requirement is for one (1) computer-aided eyeglass lens finishing system for the Naval Ophthalmic Support and Training Activity (NOSTRA).
The system shall combine lens analysis, edging, and hand beveling functions. The system shall be capable of analyzing all lens types, including single vision, bifocal (flat top, curve top, rounded), trifocal, progressive addition lenses, prescribed prism, spherical, cylindrical, aspheric, solid/gradient tint, polarized, and all lens coatings. The system shall inspect base curves of up to 9 diopters (D) on the front surface and curves up to 13D on the back. The system shall measure lens thickness at the center and edge of each lens. The system shall be capable of measuring refractive power at the near and distance focal points of multifocal lenses. The system shall process blank lenses with diameters between 50 mm and 85 mm. The system shall verify frame trace cut-out compared to lens blank size. The system shall automatically induce predefined prism tolerances as needed.
The system shall edge all lens materials, including CR-39, polycarbonate, Trivex, and Hi-Index options. The system shall include the following bevel edging options, with or without edge polishing: straight, inclined, rimless, grooved, drilling, T-bevel, safety, and step back/shelf bevels. The system shall include cutting angle and bevel curvature positioning to optimize lens fit. The automated finishing system shall be capable of processing eight lenses simultaneously without need for consumable supplies, such as pads and blocks. The system shall process all lenses with precise dry-cutting to decrease cycle times. The system shall be capable of finishing 6000 lenses per 8 hour shift.
The automated finishing system shall include an automatic tray feeder and a calibration kit to perform automatic calibration. The automatic tray feeder shall manage work flow of each unit to create a single production line system. The lens finishing system with the automatic tray feeder must fit in an area of 25 feet by 40 feet to provide adequate space between each machine and room for the automatic tray feeder.
The vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed system, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the system shall be in accordance with the OEM terms and conditions.
Upon delivery, the vendor shall be responsible for uncrating the system, transporting it through the facility to the location of intended use for installation, and removing all trash created in this process. If interim storage is required, the vendor shall make arrangements for the storage.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
