ADMINISTRATIVE INFORMATION
The point of contact for administrative concerns for this order at Naval Medical Logistics Command, 693
Neiman Street, Fort Detrick, MD 21702 is Derek Bell, 301-619-6914, derek.j.bell.civ@mail.mil.
CONTRACTOR SUPPORT
NOTICE: NAVY USE OF SUPPORT CONTRACTOR FOR CONTRACT CLOSEOUT FUNCTIONS
Naval Medical Logistics Command uses two private contractors in support of the contract closeout process. Those companies are Contracting Resources Group (CRG) of Federal Hill, MD, doing business under the authority of the Small Business Administration’s 8(a) program, and the Ability One Program, doing business under the authority of the Javits-Wagner O’Day Act(41 U.S.C. § 47).
The contract closeout process includes activities such as processing deobligation modifications, obtaining contractor and requiring activity concurrence, preparing the DD-Form 1594 (Contract Completion
Statement), and preparing closed files for archiving. Support contractors may perform additional administrative duties, including filing and processing simple administrative modifications. Performing these functions require the contractor employees to have access to the contract file. Therefore, information you provide to the Government or information already in the possession of the Government may be viewed by these support contractors in the course of performing contract close-out functions. The information that may be made available to the contractor may include pricing and technical proposals and performance information.
Naval Medical Logistics Command has signed Non-Disclosure Agreements with each support contractor employee and has required both contractors to provide a Conflict of interest Mitigation Plan to ensure these employees are firewalled from all business development activity.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to access of their business sensitive/confidential or proprietary data by the Government’s support contractor personnel in order to perform close out services.
STATEMENT OF WORK
1.0 INTRODUCTION
1.1 Organization
The Naval Medical Center (NMC) located in San Diego, California is responsible for providing the U.S. Navy, other military branches, and their military families with reliable quality health care. In addition to maintaining status as one of the nation’s premier care providers, NMC is responsible for preparing for deployable support of operational forces, as well as shaping the future of military medicine through education, training and research.
1.2 Background and Objective
In order to properly diagnose patients or make decisions on courses of treatment, NMC often requires expedited laboratory mail out testing in addition to the standard lab mail outs currently on contract. Due to the lack of current resources, in-house testing is not possible.
The objective of this contract is to obtain courier and testing services with a minimum of once a day pickup
(approximately 1400).

BASIS OF AWARD
The Government intends to award a contract to the contractor whose proposal conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.
This is a best value procurement. The Government may elect to award to other than the lowest price, based on the evaluation of the non-price factors and the best value to the Government. Proposals must include sufficiently detailed information to enable evaluation based on the factors listed below in order of decreasing priority:
1. Conformance to Statement of Work (SOW)
2. Past Performance
3. Price
The non-priced factors when combined are more important than price. Price may be a determining factor should two or more proposals be essentially equal in the technical and past performance evaluation.
The Government intends to award without discussions but reserves the right to conduct discussions if determined necessary.
1. Conformance to Statement of Work (SOW) – Evaluation shall include the ability to meet the SOW of this requirement. Vendors not meeting all requirements will not be further considered for award, unless there are no other technically acceptable offerors. This will be rated either Pass or Fail.
2. Past Performance Evaluation Factors
Government will evaluate the offeror's recent relevant past performance record as to (1) the functional performance of the proposed services that the offeror has delivered to previous customers, and (2) the quality and timeliness of the services that the vendor has provided to its customers.
The government reserves the right to consider other past performance information at its disposal, in addition to any information obtained from the references provided above.
Past performance will be considered relevant if the offeror has provided the same/similar services within the scope of this requirement within the last three (3) years. If the offeror does not possess relevant past performance, the offeror shall submit a statement affirming that it possesses no relevant Past Performance.
3. Price Evaluation Factors
a. Fair and Reasonableness: The degree to which the contractor’s total proposed price represents a fair and reasonable price.
b. Completeness- All required provisions, acknowledged amendments, completed pricing and other solicitation requirements have been provided.
