STATEMENT OF REQUIREMENTS

The Naval Medical Logistics Command has a requirement to replace the following list of dental equipment associated with the Digital Dental Imaging (DDI) System at Naval Medical Center San Diego, CA and its branch clinics.

Minimum requirements for Brand name or equal items:

The following are the minimum requirements for an item to be considered equal to the brand name:

Digital Imaging and Communications in Medicine (DICOM) based dental imaging suite that is scalable to any size organization. The system shall provide a standardized way to capture, store, retrieve, and view dental images across an entire organization. The system shall support imaging devices commonly used in dentistry, including: Intra-oral sensors, specifically Carestream/Kodak 6100 sensors, Phosphor Plate Scanners, Planmeca Panoramic/Cephalometric units, Carestream 3D/CAT scan, Tomography, Intra-oral Cameras, Extra-oral Cameras, Endoscopes, and Flatbed Scanners. The system shall be DICOM and HIPAA compliant with the ability to control who can access the software and what they are able to perform within the application. The system shall seamlessly integrate with the existing Apteryx DICOM Viewer (DCV) Data Manager and Clients at each Dental Clinic. The system shall have full audit trail capabilities that can record the actions of all users. The system shall be capable of acting as a standalone enterprise dental imaging PACS solution or as an acquisition modality with auto submission to a preexisting PACS.

Detailed Description of Requirements:

These DDI refreshes shall utilize Commercial Off the shelf (COTS) hardware (server, computers, etc.) consistent with NMC San Diego’s existing network and x-ray capturing equipment. The government requires retention of any failed hard drive(s) for all servers, storage arrays, computers, and laptops. The system shall provide a redundant system configuration for data integrity and minimize system down time.

The offeror shall provide full warranty support of all new hardware and software, supplies and services for a period of not less than 1 year. Offerors shall acknowledge that there shall be no charge for services or software support during the warranty period (for normal warranty support).

Installation and setup of the DDI equipment requires the replacement of similar equipment already installed at each facility. The vendor will work with each site to setup and install the server, computer workstations, CD publishers, barcode scanners at each Dental Clinic and data center in the NMC San Diego catchment area. The regional server will be located in the NMC San Diego data center. The local servers will go in either a data center or communication closet at the various Branch Clinics. The laptop computer workstations will be replacing the existing workstations located in each mobile dental unit. The server shall be loaded with the latest release of the Apteryx DCV version 3.4 software package, which includes transfer of the existing DCV Data Manager licenses. The servers and workstations shall be hardened according local site specifications. When setting up each of the Apteryx servers, the vendor will work with NMC San Diego and Naval Medical Logistics Command (NMLC) to incorporate and adhere to the federal social security number (SSN) reduction act numbering scheme. The patient identifier will be changed from the sponsor’s SSN to the new Electronic Data Interchange Person Numbers (EDIPN) also known as the DoD ID number. A data conversion crosswalk table will be provided by NMLC before installation. The new DDI system shall include migration of all existing data on the current servers to new the servers at each facility. The DCV Primary application and DCV Additional licenses shall be loaded on the computers designated by the NMC San Diego DDI project coordinator. The new DDI equipment shall be thoroughly tested to ensure the proper operation.

The offeror shall provide the required DDI hardware, software, project plan, installation plan, installation documentation to include a Bill of Materials (BOM) with line item pricing and services, training plan and services.

The DDI installation shall include a complete project plan of action and milestones including a schedule, listing of all tasks and an anticipated timeline for equipment installation and acceptance testing. The proposal will identify a project manager and a site project team to work pre-installation activities and hold regular planning and status update teleconferences with the government project team. It’s highly desired that the vendor’s site project management lead will be onsite full time during installation, integration and acceptance testing. The vendor’s project manager(s) will fully participate in regular status update briefings to the government’s representatives. The vendor’s project team will engage Naval Medical Logistics Command Program Office, NMC San Diego’s Project Coordinator, Dental Clinical, Information Management Department (IMD), Materials Management and Facilities leads to ensure that all devices are properly accounted for, as needed

Training Requirements: During the installation at each site, the vendor shall offer refresh training that highlights the functional updates within the computer hardware, software application, and supporting DDI equipment to help users become familiar with the system. Initial training after installation of the system is not adequate, therefore follow on training shall be provided. Computer-based training programs/manuals should be included as a mechanism that addresses recurring/refresher training to help the staff's understanding of platform updates and maintaining system competency levels.

Training shall incorporate the perspectives of the Dentist, Dental Technician (DT) and the general clinical/administrative user. These perspectives shall consider the varying levels of detail and application interaction that may be required by the dynamic groups of users that will typically utilize an enterprise DDI solution. System administration training shall be provided to at least two command personnel. These individuals should be from the IT department and or Biomedical Repair.

After contract award, the vendor may conduct a conference call with the principals to clarify their responses and validate specific requirements. Upon request, a site survey maybe coordinated, at no additional cost to the government, to better understand the environment and document the detailed requirements. The vendor shall provide a Pre-Implementation (Survey) Report to NMLC and the responsible site personnel soon after it is published to allow time for any facility, network, or other modifications. The offeror shall, at the completion of the computer refresh, ensure that the DDI network:

Seamlessly acquires, views, prints, stores, and transfers images and data throughout NMC San Diego.

Vendors shall adhere to Military Health System (MHS) Privacy and Security of Personally Identifiable Information (PII), Protected Health Information (PHI) and HIPAA-Compliant Business Associate Agreement (BAA) for the MHS as found at the following two websites:

**ADDENDUM to 52.212-2 Evaluation – Commercial Items**

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote represents the best value, price and other factors considered. Factors 1 through 2 below are more important than price. However, price may become a critical factor in the event that two or more offerors are determined to be essentially equal following the evaluation of technical and past performance factors. Evaluation of price will be based on the offeror’s total price for all line items.

1. Technical Factors - The government will evaluate each offer to determine the ability to meet the requirements of the solicitation to acquire, view, print, store, and transfer images and data. The Government will evaluate quotes based on conformance to the minimum requirements as indicated in this solicitation. Notes: Apteryx, Inc. software is brand-name only. Alternatives to this software will not be accepted. All other items specified in this solicitation are brand-name or equal. Past Performance will be evaluated based on the information received from the respondents. The Government may also obtain and utilize information from other sources and part of the evaluation. This shall include adherence to contract requirements, quality of products and service.

3. Price – Quotes received will be evaluated for reasonableness and completeness. Evaluation of completeness will include the following: all amendments are acknowledged, all pricing worksheets (Schedule B) and CLINs are priced, System for Award Management (SAM) registration information is provided and provisions as listed in the solicitation are completed and submitted.

The offeror’s initial proposal shall contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation.
