ANSWERS TO QUESTIONS

QUESTION #1: Regarding the above referenced project, can you confirm the volume of procedures performed annually? It appears to be on average 55-60 cases each year.

ANSWER #1: Data on the procedures completed in the past two years is provided for historic purposes only, see Performance Work Statement Attachment 2. In addition, the Schedule beginning on Page 3 provides an estimated number of procedures/occurrences for each SLIN (Sub Line Item Number). The actual number/type/length of procedures may vary.

QUESTION #2: Under page 4 is the max quantity in hours or cases? Example/page 4 is the 52 referencing number of cases with duration up to 4:59 hours or number of allotted units (in this case hours)?

ANSWER #2: The maximum quantity is the number of procedures.

QUESTION #3: Please confirm that the “MAX NET AMT” on page 3 is for the maximum pricing to encompass all CLINs, 0001AA through 0001AV.

ANSWER #3: The “MAX NET AMT” on Page 3 is for all SLINs under CLIN 0001, i.e. 0001AA through 0001AD. A revised schedule is attached, see “Revised Schedule.”

QUESTION #4: Should these all-inclusive unit prices be presented as hourly rates or cost per procedure?

ANSWER #4: The unit price is for each procedure.

QUESTION #5: Please clarify how the “MAX QUANTITY” of each CLIN was derived. While the RFP indicates these numbers are “based on historical data and estimated need,” how much padding was added to the estimates to designate the maximums?

ANSWER #5: The inflation is consistent with the increase shown in the historical data.

QUESTION #6: ITEM NO “0001AV” is the only one designated as a “option.” Please clarify which CLINs are part of the base contract and which, if any, relate to option periods.

ANSWER #6: A revised Schedule (see “Revised Schedule”) is attached with all of the options identified.

QUESTION #7: Please confirm that the government intends to make award no later than September 1 for a November 1 start date. Please clarify whether the start-up period for remotely provided services would commence with a May 1 award for 6 month ramp before November 1, or whether service commencement date would be delayed by a later award for remote services.

ANSWER #7: As noted in the solicitation, the start-up period for remote services is anticipated. Any delays to the service commencement date will be addressed after award, as needed.

QUESTION #8: Please clarify the function of the support contractor in a transition from one IONM service provider to another. What information would be passed along to the new service provider? When would this information be made available?

ANSWER #8: The functions of the support contractor and the information to be provided are outlined in the solicitation. This information would be made available to the support contractor after award. As noted in the solicitation, the use of a support contractor is to assist in contract closeout functions.

QUESTION #9: Please confirm that this section about multiple awards does not apply in light of 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (d), which states, “The Government will award a single contract resulting from this solicitation to the responsible quoter,” and 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) 2. FACTOR 2. PAST/PRESENT PERFORMANCE. 4, which similarly states, “the Government intends to evaluate quotes and award a single contract.”

ANSWER #9: 52.212-1(h) is applicable; however, the Government intends to evaluate quotes and award a single contract.

QUESTION #10: This subsection specifies, “ The Contractor shall be prepared to provide service on up to three (3) procedures at the same time,” while the historical data presented in Attachment 2 shows that procedures were rarely, if ever, concurrent. Does the Government anticipate changing its scheduling practices for Scheduled Procedures to perform more concurrent surgeries?

ANSWER #10: The Performance Work Statement has been revised to indicate that the Contractor shall be prepared to provide service on up to two (2) procedures at the same time.

QUESTION #11: Does this chart include Emergency Procedures or only Scheduled Procedures? Can Emergency data be provided if it is not already included?

ANSWER #11: The historical data provided is for both emergency and scheduled procedures; however, emergency procedures are not separately identified. The estimated number of emergency procedures identified in the Schedule is accurate.
