SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS 2

Questions and Answers 2 Q1: “we noticed that the Government's answers to Questions 101 and 102, state that the Pricing Workbook has been updated. When does the Government plan to release the updated Pricing Workbook on Caution-www.fbo.gov? “ A1: A revised workbook was posted to FBO via amendment 04 to add attachments. Also, another revised workbook is posted with this amendment. The pricing workbook from this amendment is the one that must be used when submitting pricing.

Q2: “The answer to question 83 states "the Attachment 1 PPIS has been revised" but no new Attachment 1 was provided with the last amendment. Is that an error, will there be revised Attachment 1 PPIS released or do we simply use the original Attachment 1?”

A2: A revised PPIS was posted to FBO via amendment 04 to add attachments.

Q3: “Q91: Page 108 – 179 – “Different types of services (IPS, AHLTA, APV and ER) require different amount of time to code and have different productivity metrics and therefore impacts both staffing and the price. Could the government provide projected (or at a minimum historical) quantity or percentage of each type per MTF?”

A91: Site specific PWSs have been updated to include this information.”

A3: Please see site specific PWSs. No additional projected/historical information will be given.

Q4A: “submitted a question regarding placing personnel on-site at Guantanamo Bay (reference page 146 in the original solicitation). This question was not answered. Since this could affect any provided personnel and pricing we request an answer be provide. (submitted question is listed below for reference).

Page 146 / Section 2, 3 & 4 / The PWS for Naval Hospital Guantanamo Bay requires remote inpatient and outpatient coding, remote auditing services and on-site training.

Request the Government clarify the Contractor's ability to place personnel on-site in Guantanamo Bay when there is no access to housing in the surrounding community.”

A4A: For Training services, Guantanamo Bay only requires 80 hours of training annually. Contractor personnel should not be relocated to the area for this service. The contractor shall coordinate with the COR to schedule training/travel.

Q4B: “Also, request the Government clarify how the Contractor would be able to implement either of the two remote service options listed in Section 12.1 which either require Contractor staff on site (Option 1) or the ability to return to the MTF for GFE updating every two months (Option 2).”

A4B: Section 12.1 of the base performance work statement and the task order for Guantanamo Bay reflect the remote option that shall be used to provide services at this location. The contractor shall provide the equipment for these services, so there will not be a requirement to return the laptop to the MTF for servicing.

Q5: “It is stated that the Past Performance Information Sheet had been updated (see A83) - we do not see a provided, updated version (Atch 1 to original solicitation). Please provide this updated document; Past Performance Information Sheet.”

A5: See A2.

Q6: “It is stated that the Pricing Worksheet (.xls file) had been updated (see A101 & 102) - we do not see a provided, updated version. Please provide this updated pricing worksheet document.”

A6: See A1.

Q7: “Will an amended Pricing Workbook be provided?”

A7: See A1.

Q8: “Reference A35: “Onsite medical coders and onsite medical record auditors (both inpatient and outpatient) must be onsite for the full 8 hours per day.”

Follow-on Question: Based on the answer as written above, is it the Government’s intent that all medical coders and auditors be full-time? For example, if the workload volume for a Lot requires 4.5 onsite medical coders, even though it is more cost efficient to have 4 full time and 1 part time staff, is it the Government’s intent that the Offeror shall provide 5 medical coders so all coders work a full 8 hour day? “

A8: Staffing will be determined by the contractor.

Q9: “As you are aware, the quantities in each sites’ PWS changed and the revised pricing spreadsheet reflects the new quantities, however new quantities are different to the quantities provided in the initial SF1449 “Continuation Sheet, Schedule of Services and Price”.

We appreciate if you can clarify whether:

1. The government will provide a new revised SF1449 “Continuation Sheet, Schedule of Service and Price” to include the new aggregate quantities? or

2. The offerors should update the SF1449 quantities based on the revised spreadsheet? or

3. The offerors should use the initial SF1449 and the quantities, regardless of the changes reflected in the revised spreadsheet?”

A9: The maximum quantities on the SF 1449 Continuation Sheet, Schedule of Service and Price have not changed. Only the quanities under the specific Lots have been updated. There will be no change to the maximum quantities under the Schedule of Service and Price. Offerors shall use the SF 1449 previously provided to propose on the maximum quantities of the contract. Offerors shall provide pricing for Lots in the Pricing Workbook.

Q10: “The pricing workbook for Lot B, CLIN X006BA for Outpatient Auditing Services: Remote for NHC Corpus Christi includes 1,800 encounters for the base year, 1,680 encounters for OY1, and 1,560 encounters for OY2. These encounters are not included on the PWS. Please advise if the pricing workbook or the PWS is correct.”

A10: The performance work statement is revised to reflect Auditing remote vs. onsite and the quantities are updated to 1,200 for each year for remote Auditing. The pricing workbook is also revised to reflect 1,200.

Q11: “The pricing workbook for Lot G, CLIN X001GC includes 51,500 encounters for Outpatient Coding Services: Onsite at NMC San Diego for each contract year. The PWS identifies 51,500 outpatient records of which the 26,000 ER records are to be coded remotely. Please advise if the pricing workbook or the PWS is correct.”

A11: The performance work statement for NMC San Diego has been revised to breakout Outpatient Coding remote from onsite. The pricing workbook has been revised to account for the change.

Q12: “The pricing workbook for Lot H, CLIN X008HC includes 1200 Training Services for Yokosuka for each contract year. The PWS identifies 799 training services for Yokosuka for the base year, 815 for OY1, and 831 for OY2. Please advise if the pricing workbook or the PWS is correct.”

A12: The performance work statement for Yokosuka has been revised to reflect 1,200 for Training services.

Q13: “Please clarify whether the government now intends to whether :

1. Award the base IDIQ contract, and subsequently issues TOPRs to award Lots based on the responses received from IDIQ holders, or

2. Award the base IDIQ contract with subsequent award of Lots including option years without any further competition and TOPRS only will be issued for additional services as needed

A13: Please see answers 68, 71, 99 and 100 of amendment 03. The Government reserves the right to make award based on the lots without issuing TOPRs.

Q14: “Per Amendment 0003 for the above solicitation - BUMED Medical Coding - we are submitting to your office the attached items for clarification due to inconsistencies in the government provided documents as these will greatly impact any proposal submission received by the government. We ask that you please acknowledge receipt of this email and its attachment at your earliest convenience. “

A14: The attachment contained no questions for clarification.

Q15: “As of Amendment 0003 dated 4/25/1016, the Government changed the instruction for question #6 in the Past Performance Information Sheet (PPIS). If the Contractor has already submitted the PPIS's to their Past Performance (PP) POC's using the original sheet, should the Contractor send the updated PPIS's (reflecting the new question 6) to their respective PP POC's for completion?

A15: The original sheet will also be accepted provided it comes from the offeror. The offeror will submit the PPIS’s with the rest of their proposal submission.

Q16: “Will the Government accept responses to the original RFP PPIS's that were forwarded to the Contractor’s PP POC's prior to the issuance of Amendment 003?”

A16: See A15.

Q17: Page 27, 8.1.4.1. – “Do all remote employees requiring GFE have to live within commuting distance to the MTF that they are supporting? Can they receive GFE from a different MTF that they may be within commuting distance of?

A17: Remote employees do not have to live within commuting distance to the MTF they are supporting. If the remote employee is not within commuting distance (≤ 50 miles), the contractor can ship/receive their laptops via FedEx at the contractor’s expense. Remote employees cannot receive GFE from a different MTF that they may be within commuting distance.

Q18: How will an employee residing outside of commuting distance of an MTF receive GFE? Will the Government consider allowing the Contractor to provide equipment to employees residing outside of commuting distance of an MTF?

A18: No, the government will not consider allowing the contractor to provide equipment to employees residing outside of commuting distance of an MTF if, according to the task order, they are supposed to receive GFE. The GFE will have to be shipped via FedEx at the contractor’s expense.

Q19: Will the Government reimburse the cost of mileage for the employee traveling to/from an MTF to pick up and/or exchange equipment?”

A19: No, the government will not reimburse the cost of mileage for the employee traveling to/from an MTF to pick up and/or exchange equipment.

Q20: Page 27, 8.1.4.1 and Page 31 Section 12 – “Remote Coding Services: Option 2: The remote coder is required to return the laptop in person to the MTF every 60 days to obtain the required updates.

Please clarify if the coder is to return their computer personally to the MTF every 60 days or can it be mailed?

If returned in person, what is the government's turnaround time in days (1, 2, etc.) for updating the computer?

Does the coder need to pick up the computer personally or can it be mailed back to the coder?”

A20: Remote coders can ship their laptops via FedEx at the contractor’s expense every 60 days if the coder lives more than 50 miles from the MTF he or she is supporting.

Q20: Page 103, 3.5 – “Will the Government be sponsoring the Contractor’s request for the B2B Gateway?
