DoDI 8510.01, Risk Management Framework (RMF) for DoD
Information Technology (IT), dated 12 March 2014, stipulates use of the NIST 800-37 Risk Management Framework in place of the
DIACAP process provided under the 2007 version of the DoDI.
Request the Government clarify its intent to comply with the new
Risk Management Framework or to continue using the DIACAP process.
A3 - The Navy has not yet fully transitioned from DIACAP to RMF.
Once the Navy Authorizing Official requires that Navy Commands transition to RMF, that process will be followed. DoDI 8510.01 states that under RMF, DIACAP accreditations will be good for the length of time they've been approved, typically 3 years.

A5 – Consent letter language removed from solicitation. Updated in
Instructions to Offerors.
6 2 6 Statement of
Requirements
Is it correct to assume that the LMS System shall actively interact with the General Fund Enterprise Business System (GFEBS) and the
Defense Medical Logistics Stand Support (DMLSS) systems for financial and supply management activities?
A6 – No there is no requirement for either system to interact currently.
7 2 6 Statement of
Requirements
Please confirm assumption that the LMS one year warranty includes software maintenance program updates, technical support, and two
(2) on-site service support visits per year.
Should these costs be included for only one year in the pricing for

A7 – Yes, only one year. Do not include pricing for option years as they are not included with this solicitation.
8 2.1 6 LMS
The RFP specifies that the system should support “Bi-directional interface with the Spectacle Request Transmission System (SRTS)”.
What type of data would be sent from DOFEMS to SRTS? Would this just be verification that orders were received, or would additional information (e.g. order status) need to be sent from the LMS to
SRTS?
A8 – Data being sent from SRTS to DOFEMS is a delimited flat file.
Orders with a SHIPPED status are sent back to SRTS on a nightly schedule. Updated in Statement of Requirements.
9 2.1.2 7 Financial
Management
Please clarify the term "process accounts payable. Specifically, will the lab be paying bills (issuing electronic payments, writing checks, etc.) from the LMS?
A9 – No, payments are made through DFAS. Monthly invoices are needed for all reimbursable accounts to know what to bill the accounts. Billing is done OUTSIDE LMS. Updated in Statement of
Requirements.
10 2.1.2 7 Financial
Management
Can the term "process accounts receivable" be clarified? Specially, is the lab needing to generate receivable for their customers and receive payments? Related is "bill customers" - is the lab generating a periodic (daily, weekly, monthly) billing for customers (all or some)?
A10 – Generate a monthly invoice (bill) for each reimbursable account. Updated in Statement of Requirements.
11 2.1.2 7 Financial
Management
"Accounts payable are applied to only a unique sub-set of customers..." Should this say "Accounts receivable" and not payable?
A11 – Accounts receivable and only reimbursable customers.
Updated in Statement of Requirements.
12 2.1.2 7 Financial
Management
Please clarify "Accounts receivable are funded through a
Government funding document."
A12 – All reimbursable accounts provide funding documents
(MIPRS/MORDS) for reimbursement of eyewear. Once the monthly invoice is generated (1 st of each month for prior month), NOSTRA performs a billing action in the official accounting system that causes
DFAS to bill against the provided funding document.
13 2.1.3 7 Reports
The RFP specifies that the LMS “requires a near real time service oriented dashboard that is highly configurable by the user.” Is this required to be a feature of the LMS, or could it be implemented as part of the data warehouse?
