Notice of Intent to Sole Source

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES OR REQUEST FOR INFORMATION. A FORMAL SOLICITATION WILL NOT BE ISSUED. THE GOVERNMENT WILL NOT RECOGNIZE COST ASSOCIATED WITH SUBMISSION OF ANY INFORMATION SUBMITTED.

This is a notice of intent to award a sole source contract under Federal Acquisition Regulation (FAR) 13.106-1(b)(i).

Naval Medical Logistics Command intends to award a sole source contract for medical administrative support services to support the Naval Hospital, Okinawa, Japan and the Naval Hospital, Yokosuka, Japan and associated branch clinics. The current task orders expire on the following dates: Contract N68836-12-D-0002 task orders 0067, 0069, 0070, 0085, 0086 and Contract N68836-15-D-0007 task orders 0007, 008, 0016, 0017, and 0027 expire on 31 August 2015; Contract N68836-12-D-0002 task order 0114 expires on 01 September 2015; Contract N68836-12-D-0002 task orders 0101 and 0102 expire on 03 September 2015; Contract N68836-12-D-0002 task order 0108 expires on 15 September 2015; and Contract N62645-15-P-3085 expires on 30 September 2015. Services will be required to begin on 01 September 2015 and extend through 29 February 2016, for a based period of six months. A six month option period may be exercised to extend services through 31 August 2016. Being that these services expire in such short notice, there is not sufficient time to competitively procure these services and for another contractor to be able to sufficiently recruit workers, familiarize themselves with the local marketplace, Medical Treatment Facility (MTF) policies, points of contact, and scope of work within the amount of time left to avoid a lapse in service or disruption to the hospitals.

Naval Medical Logistics Command intends to award a bridge contract to Alutiiq Pacific, LLC, Cage Code: 515D4, being that they are the only source available to meet the Government’s needs in the time available. NMLC is aware that several companies provide services similar; however, Alutiiq Pacific, LLC is the only contractor with the knowledge and resources in place to continue services within the timeframe available that will prevent disruptions at the hospital and harm to the Government. Alutiiq Pacific, LLC already has an intimate knowledge of the contract requirements as well as the hospital operating procedures which will reduce contract start up time.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed two (2) (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Capability statements are due by 2:00 PM Local Time, 22 August 2015. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: heather.m.skimson.civ@mail.mil.
