About this file
This is a Justification for Other Than Full and Open Competition (sole source justification) filed with the General Services Administration by the Direct Demand Contract Solutions Division for a procurement by Naval Facilities Engineering Systems Command (NAVFAC) Southwest at Naval Base Coronado in San Diego, California.
NAVFAC Southwest seeks to procure four 40-yard heavy-duty roll-off containers with an estimated total value of $39,844.00 under requisition number N6247A6131003S. The containers are essential for daily waste management operations supporting debris removal, construction support, facility maintenance, environmental compliance, and emergency cleanup activities across Naval Base Coronado and surrounding bases. The Government requires containers meeting specific structural design, steel thickness, reinforcement, lifting compatibility, and dimensional specifications to ensure safe operation with existing Government-owned roll-off trucks. The justification document establishes that SoCal Hydraulics (15284 OLDE Highway 80, El Cajon, CA 92021; contact: Maria Hiland, 619-560-9976) is the sole responsible source capable of providing compliant containers, as previous procurements demonstrated that alternate manufacturers' products failed to meet required specifications, resulting in operational delays and shortened service life. Market research confirmed that although several vendors manufacture 40-yard containers, none demonstrated the ability to provide bins meeting all Government requirements without significant deviations. The acquisition is time-sensitive due to the need to replace aging, non-repairable containers. A prior acquisition completed in April 2025 also identified SoCal Hydraulics as the only qualified vendor, and their products are manufactured in the United States, satisfying Buy American Act requirements. A Justification Notice will be published on SAM.gov following award, and pricing will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis with fair and reasonable pricing determination supported by historical review and horizontal price analysis.

This information is requested IAW FAR 6.103(b) which states, "Agencies may contract without providing for full and open competition under authorities specified in this section (see 10 U.S.C. 3204 and 41 U.S.C. 3304)." The information in this document is being requested so that GSA can identify which exception applies to this acquisition.
In Accordance with (IAW) FAR 6.103-1 (GSA Class Deviation RFO-2025-6)
Applicable Requisition Number: N6247A6131003S
Estimated Total Dollar Value: $39,844.00
Section 1 - Customer Justification for Other Than Full and Open Competition Section 1 to be completed by Customer
(1) Identification of the Agency IAW FAR 6.104-1(a)(1) (GSA Class Deviation RFO-2025-6)
Transportation Department Naval Facilities Engineering Systems Command (NAVFAC) Southwest Naval Base Coronado San Diego, California
The NAVFAC Southwest Transportation Department is responsible for providing critical transportation and logistical support to Naval Base Coronado and its tenant commands. The department supports fleet readiness by transporting equipment, managing waste collection operations, supporting airfield and waterfront operations, and ensuring uninterrupted mission support for operational, maintenance, and emergency response activities.
(2) Nature and/or description of the action being approved IAW FAR 6.104-1(a)(2)(GSA Class Deviation RFO-2025-6)
The requested procurement of four 40-yard roll-off containers is essential to maintaining operational readiness and supporting NAVFAC’s mission. These containers are used daily for debris removal, construction support, facility maintenance, environmental compliance, and emergency cleanup operations. Failure to procure containers that meet the required specifications would directly impact operational efficiency, increase equipment downtime, create safety hazards, and negatively affect mission execution.
NAVFAC Southwest requests approval to procure 40-yard heavy-duty roll-off containers meeting the exact specifications identified. This procurement is requested as a sole source acquisition because only the specified manufacturer provides containers that fully satisfy the Government’s operational, durability, compatibility, and safety requirements.
Docusign Envelope ID: 8BB9559E-CAA2-8D01-8216-976388AC21E6
These containers will be used throughout Naval Base Coronado to support refuse collection, demolition debris, construction materials, vegetation disposal, and other mission-related waste streams generated by NAVFAC maintenance and operational activities.
The requested containers must meet the Government’s required structural design, steel thickness, reinforcement, lifting compatibility, and overall dimensions to ensure safe operation with existing Government owned roll-off trucks and equipment. Previous procurements have demonstrated that alternate manufactures’ products failed to meet these specifications, resulting in operational delays, and shortened service life.
The requested acquisition is time-sensitive because the Transportation Department must replace aging containers that are no longer economically repairable. Delays in procurement or acceptance of non-compliant equipment will negatively impact waste collection operations, reduce operation capability, and interfere with schedule mission support throughout Naval Base Coronado and surrounding Bases.
(3) A description of the supplies or services required to meet the agency's needs (including the estimated value). IAW FAR 6.104-1(a)(3) (GSA Class Deviation RFO-2025-6)
The Government requires 40-yard heavy-duty roll-off containers specifically designed for continuous commercial and military use in a high-volume operational environment. The required containers must:
• Meet all Government-required dimensions and engineering specifications.
• Be fully compatible with existing Government0iwbed roll-off trucks without modification.
• Be manufactured using heavy-duty steel construction capable of withstanding continuous loading and unloading of construction debris, concrete, scrap metal, vegetation, and other heavy materials.
• Include reinforced floors, sidewalls, rails, and structural members designed to minimize twisting, cracking, and premature failure.
• Provide maximum service life while reducing maintenance costs and equipment downtime.
• Comply with all applicable OSHA, DOT, and industry safety standards.
The requested containers are mission-essential assets supporting daily transportation and waste management operations across Naval Base Coronado and surrounding Bases.
Acceptance of containers that deviate from the required specifications would create compatibility issues with existing equipment, increase maintenance requirements, reduce operational reliability, and present avoidable safety risks to Government personnel.
Although lower-cost alternatives may exist, they do not satisfy the Government’s minimum operational requirements and have historically resulting in equipment failures and increased life-cycle costs. Procuring the specified heavy-duty containers represents the best value to the Government by ensuring long-term reliability, enhanced safety, reduced maintenance expenditures, and uninterrupted mission support.
Therefore, procurement of the specified 40-yard roll-off containers is necessary to ensure mission readiness, protect Government resources, and maintain safe and efficient transportation operations throughout NAVFAC Southwest.
(4) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires using the authority cited. IAW FAR 6.104-1(a)(5) (GSA Class Deviation RFO-2025-6)
The requested 40-yard roll-off bins must be procured from the proposed contractor because they are the only known source capable of providing bins that meet the exact operational and engineering specifications required by NAVFAC Southwest Transportation. These specifications were developed based on the operational demands of daily heavy-duty waste handling, compatibility with existing roll-off equipment, and long-term reliability under military installation conditions.
Previous attempts to identify equivalent products from other vendors resulted in proposed bins that deviated from the required dimensions, steel thickness, structural reinforcement, lifting hook configuration, rail spacing, door constructions, and overall compatibility with the Government’s existing roll-off fleet. These deviations would result in equipment incompatibility, increased maintenance costs, reduced service life, and potential safety hazards during loading, unloading, and transport operations.
Standardization of the roll-off bin fleet is essential to maintain operational readiness, ensure interchangeability between existing Government-owned equipment, minimize operator training requirements, reduce repair costs, simplify parts replacement, and maintain consistent maintenance procedures throughout the Transportation Division.
If this acquisition is awarded to a vendor unable to meet the required specifications, the Government risks equipment damage, increased downtime, additional repair expenses, operational delays, reduced mission capability, and potential safety incidents involving personnel and Government property. Procurements of bins that do not meet the required specifications would not satisfy the Government’s minimum operational needs.
(5) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted. IAW FAR 6.104-1(a)(8) (GSA Class Deviation
RFO-2025-6)
Market research was conducted through reviews of commercially available 40-yard roll-off bin manufacturers and discussions with vendors capable of supplying similar products. Multiple vendors were evaluated to determine whether they could provide bins meeting the Government’s required specifications.
Although several vendors manufacture 40-yard roll-off containers, none demonstrated the ability to provide bins built to the Government’s required structural specifications without significant deviations from the requested design. Common deficiencies included reduced steel thickness, lighter structural reinforcement, incompatible hook and rail configurations, modified dimensions, and door assemblies that differed from Government operational requirements.
These deficiencies would negatively impact compatibility with existing Government roll-off trucks, increase maintenance requirements, shorten service life, and reduce operational efficiency.
https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-10
The proposed contractor is the only vendor identified through market research that can provide bins manufactured exactly to the Government’s required specifications without modification or compromise.
Supporting documentation includes vendor quotations, technical specifications comparisons, product literature, and communications documenting each vendor’s inability to meet the Government’s minimum requirements.
(6) Any other facts supporting using other than full and open competition. IAW FAR 6.104-1(a)(9) (GSA Class Deviation RFO-2025-6)
The Government’s minimum requirements are based on established operational needs rather than manufacturer preference. The requested specifications have been developed through years of operational experience and are necessary to ensure compatibility with existing Government-owned roll-off equipment.
Awarding to a vendor unable to meet these specifications would require the Government to accept equipment that does not fully support mission requirements, resulting in increased maintenance costs, shortened equipment life, decreased operational readiness, additional procurement actions, and unnecessary expenditure of Government funds.
The requested sole-source acquisition represents the most efficient and cost-effective method of satisfying the Government’s operational requirements while ensuring mission continuity, equipment reliability, personnel safety, and long-term lifecycle value.
(7) A listing of the sources, if any, that expressed an interest in the acquisition in writing.
IAW FAR 6.104-1(a)(10) (GSA Class Deviation RFO-2025-6)
Proposed Contractor: SoCal Hydraulics Address: 15284 OLDE Highway 80 El Cajon CA 92021 Point of Contact: Maria Hiland Telephone: 619-560-9976 Email: maria@socalhydraulics.com
Following market research, no other vendor demonstrated the capability to provide 40-yard roll-off bins meeting the Government’s minimum technical and operational requirements without deviation. Therefore, the proposed contractor is considered the only responsible source capable of satisfying the Government’s needs in accordance with applicable acquisition regulations.
These responses are written in a formal suitable for a NAVFAV Southwest sole-source justification package and are designed to support review by the Contracting Officer and legal counsel under the applicable FAR requirements.
I Certify that this Justification for Other Than Full and Open Competition is accurate and complete to the best of the technical or requirements personnel’s knowledge and belief.
All evidence and supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or schedule requirements or other rationale for other than full and open competition) has been provided.
