About this file

This document is a Justification for Other Than Full and Open Competition under FAR 13.106-1(b) for the purchase of a brand name JWC Environmental Muffin Monster grinder and 3 HP motor. The General Services Administration (GSA) Heartland Acquisition Center is conducting the procurement on behalf of the Naval Facilities Engineering Command (NAVFAC) Metro Production Department to replace equipment for a sewer lift station. The brand name items are required due to compatibility with the existing control panel, which would need to be replaced if a different brand was selected, increasing costs. The procurement will be conducted via a Request for Quote (RFQ) with the justification posted to SAM.gov to solicit as many sources as possible. Pricing will be evaluated on a Lowest Price Technically Acceptable basis to ensure fair and reasonable pricing.

The related federal contract opportunity is an RFQ from the GSA Federal Acquisition Service for Muffin Monster pumps and motors. The procurement has brand name requirements, with delivery to locations within the Continental United States. Vendors must be registered to receive Purchase Orders and meet all administrative compliance requirements to be considered for award based on low price.
